Provide direction at all levels to identify problems and resolutions. Assist in surveys and formulation of proposals, plans, and procedures. Perform oversight and direction on testing and troubleshooting; coordinating re-engineering, modifying, and re-testing in cooperation with all parties. Analyze test and acceptance data. Conduct and oversee mentoring and training. Screen and interview prospective employees and managers, and make hire/ discipline/ fire recommendations. Compose and review reports, presentations, plans and training, and directs others to do so when required. Produce and review employee appraisals. Review and control of expensing for work sites. Represent the Program with the Government (TPOC level and when required, the COR)I stood up a new work site after conducting the research into the mission, vendors and infrastructure; selected the Lead and team, and wrote the power plan, procedures and drawings. Established initiatives to integrate the Site Leads into closer cooperation with each other, and bring them in from the ground up on the rewriting and unifying most of the operating procedures. Emphasized a high degree of situational awareness and preparation to address security issues to mitigate threats immediately and effectively during critical periods. In my Lean Six Sigma Project, I lead a team to resolve trouble ticket management, identified, and exploited enough freed capacity to insource work projected to bring over $100,000 in hard and soft savings in FY 2016.

Supported work sites in 6 countries and over 60 people; in Finance, Force Protection, HR, IA, Logistics, Site and Network Operations, Policy and Procedures, Security, Training and Mentorship, and Vendors. Screened, interviewed and recommend new hires. I harmonized the operating procedures for the entire area, writing new material, and reorganized and expanded the area's archive program. I phased in a new work site by writing many of the products for the DIACAP, power and circuit drawings, security and contingency plans, and most of the operating procedures. In my SME capacity, I staffed a new work site. I filled in for the Southern Area Manager for two extended periods, and filled in as the Interim Manager at the largest Site in the Program for 2 months during this time, in 2014. Later I resolved several management issues at another Site and conducted intensive on/off Site training to bring them into compliance. As a strong advocate for cross training and developmental assignments, I oversaw the promotion and assignment of several people who transitioned successfully into new career paths and developed new skills, enhancing morale, mobility and productivity along the way.

Manager of a communications facility for a remote base in the Middle East in a hazardous duty zone with autonomy over expenses, vendors (apartments, vehicles, cell phones and other requirements) HR, payroll, scheduling, and planning. I stewarded $1 million in property, and held security, IA, AT/FP, logistics, SME functions, and Base working group duties. I wrote most of the Site’s procedures (including the contingency, evacuation and disaster plans; that maintained a high situational awareness and coordination as we endured several security incidents; including numerous rocket attacks directed towards our living areas.) and assisted our company’s successful rebid. In resolving $20000 of unpaid invoices, I discovered and eliminated their overcharges. To replace a vendor I wrote the RFP and coordinated the bid reviews; the selection saved over 50% with better phone service. I led (against advice originally) the effort to replace our apartment leases and in obtaining better quarters; in doing so we saved 27% and cut the old vendor’s $38,000 deposit exposure to $1000 upon departure. I was OPMAS's 2010 Manager of the Year; awarded again in December 2011 for outstanding performance, and in November 2012, we won the Gold “Ring of Quality", their highest award. Under my mentoring, four of my crew members obtained promotions; including my replacement.

Network/VTC manager for USARAF's (ex SETAF) Command Center (COIC) and Staff; the Training and Future Ops Divisions, and the Joint Task Force. Managed the O&M; including inside plant, network, sys admin and IA accreditation, compliance scanning and patching, and incident investigation for 3 networks, 23 servers, 500+ PCs, 200 telephones, 12 printers, 4 Command level VTC/AV systems, and 14 desktop VTCs. I supported several exercises and contingencies; wrote parts of the 2006 and 2009 DITSCAP/DIACAPs and evolved to manage the explosive growth as SETAF evolved into US Army Africa; along the way helped obtain several PWS changes and supported the first full scale deployment of Windows Vista in USAREUR. Supported members in remote locations in Africa via telephone and e-mail and was a X.509 Trusted Agent. Using tools such as Adobe Connect and SharePoint, I facilitate customer's needs to share information more effectively, including in environments where there were limited facilities and bandwidth available at remote locations. ITT’s President’s Award recipient for Customer Service in 2010.

I served 3 years in the Facility Control Office with operational control of 13 radio sites in Italy and Germany, monitoring for performance and security. I planned and directed projects to groom excess equipment, cabling and power. I was a shift supervisor for 2 years; and in April 2006, I was moved to Vicenza. I went to the Longare JTF facility immediately afterwards when their administrators suddenly resigned in August 2006.
