Supporting community-based fire adaptation and strategic initiatives as part of a multi-organizational team dedicated to supporting wildfire resilience at the community level. Leveraging over a decade of work in community disaster response and recovery to support network members in defining, envisioning, and building the fire future they want. This includes managing data collection and analysis to identify key needs and product creation of toolkits, trainings, and other content to meet those needs; as well as building data pipelines and reporting systems for monitoring, learning, and evaluation and turning data analysis into strategic planning for network operations.Tiernan’s past work includes co-founding a nonprofit for local flood relief and recovery, designing and managing community resilience programs for multi-stakeholder coalitions, and developing community engagement plans and programs for the American Meteorological Society. She is passionate about supporting systems and processes that are people-first and tailored to local culture and needs. Tiernan holds a Master’s of Landscape Architecture from Cal Poly Pomona, as well as an MA in Classical Languages from UC Berkeley. When not working she spends her time trail running with her dog, weaving a growing mountain of textiles, and taking pictures of the stars at sunrise. Working as a netweaver, advisor and coach to network members and providing one-on-one capacity building support, partnership development, coaching, group facilitation, hosting virtual learning series, and participating in, designing, and leading in-person learning events.

Manages outreach and engagement planning and execution for AMS as a whole. Duties include strategic planning, partnership development, website and social media content development, event planning and volunteer support. Areas of focus are emergency management and severe weather hazards, climate change communication, and support for community science integration into professional environments.

Duties include providing outreach and support for local chapters of the AMS; creation of newsletters, social media, and web content to promote local chapter projects and activities; promotion of AMS for member chapters and support for local project development and increasing scientific literacy.

Serving as the point person for external community resilience building activities for Boulder County's Office of Resilience and Recovery (ORR). Main duties include building a collaborative environment for delivering disaster resilience education to residents of Boulder County, creating outreach and engagement plans, coordinating, designing, and teaching preparedness workshops, supporting workshop alumni, and enhancing resilience networking.

Plan and implement programs and activities to Increase local resilience and disaster recovery capacity in Boulder County. Including: Facilitate and manage community resilience and disaster preparedness workshops; train community facilitators; and plan resilience networking activities and the annual Resilience Summit. Additionally, create internal emergency management response and recovery processes to increase organizational response capacity.

Created network of disaster response organizations to improve coordination between community and government and worked with Boulder Office of Emergency Management to build operational plans for network disaster response. Successfully implemented response plans during the Cold Springs Fire in 2016. Designed additional network for local organizations interested in resilience and grew participation by 15% in one year. Developed engagement strategies using print, social media, and other online tools. Wrote grant applications to support network funding.

Developed community engagement plans with the City of Boulder Public Works Department. Created learning events to increase flood risk awareness and educate residents about mitigation options. Increased collaboration between the Longterm Flood Recovery Group and City of Boulder Public Works Department. Designed print materials to increase awareness of resilience efforts and promote disaster preparedness.

Co-founded grass roots disaster response organization in response to the Colorado Flood of 2013 and successfully grew the organization from volunteer collective to 501(c)3 nonprofit. Co-chaired Unmet Needs Committee of Longterm Flood Recovery Group to distribute funds to flood survivors. Helped to found BoCo Strong resilience building initiative in Boulder County. Facilitated community conversations for flood survivors and collected lessons learned. Managed database of 2,000 volunteers during federally declared disaster. Developed work flow and logistics planning for volunteer projects and collaborated with emergency responders to gain access to affected homes. Organization recognized for outstanding community service by the Boulder Chamber of Commerce and the Colorado State House of Representatives.

Conducted fieldwork to map invasive plant spread and monitor riparian health in the Angeles National Forest. Collected GPS data and used geographic information systems (GIS) to analyze the effect of infrastructure projects on forest ecosystems. Collaborated with Los Angeles County transportation department to prevent gaps in data acquisition and monitoring. Helped set evaluation metrics to procure grant funding.

Reviewed design schematics and planting plans for installing gardens in inner city schools. Worked with principles and teachers on logistics and project management. Monitored volunteer tool use and safety to ensure positive experience and project completion.

Conducted fieldwork to analyze drainage systems impacted by wildfire in the Angeles National Forest. Oversaw Conservation Corps and community volunteers to remove invasive plants and protect native habitat.
