In this role I oversee the operations of the state hospitals in Texas, as well as collaborate with internal and external stakeholders on the development and implementation of policy initiatives related to the hospitals and their role in the state mental health continuum of care. Significantly, I helped develop and present to the Legislature the roadmap for state hospital modernization, which has resulted in over $1 billion of investment in the state hospital infrastructure, including the building of new hospitals and implementation of strategic academic partnerships.

I manage the Government Law Unit (GLU), which provides employment, contract and general legal support to the state's public health agency (including its 11 hospital facilities and approx. 13,000 employees). GLU consists of 13 Assistant General Counsels who provide expert legal services in employment, health, mental health, contract, and general government law.
