Contracted Administrator of the AHCA/NCAL National Quality Award Program.

Was the principal developer of the AHCA/NCAL National Quality Award Program in 1993. For the past 20 years, I have been the Administrator of the program, which has grown to be not only the premier award for organizational quality in long term care, but also the largest Baldrige-based program in the country.

Responsibility for oversight of AHCA quality initiative, including the development of a comprehensive system of quality definition, measurement, improvement and communication for the Long Term Care Industry. Resources developed within this initiative include; Facilitator Quality Manager™, a measurement instrument of MDS-derived clinical quality indicators, Facilitator Performance Link ™, a national risk-adjusted clinical quality indicator database, Quest for Quality ™, a long term care specific multi-level TQM training curriculum, Satisfaction Assessment Questionnaires ™, a battery of customer satisfaction instruments for long term care, and the AHCA Quality Award, a criterion-based award for long term care facilities. Service functions associated with this position include service as a member of the Malcolm Baldrige National Quality Award Board of Examiners.

Responsibility for analysis and development of health care related legislation. Served as aid to Senator Dan Coats (R-IN) as member of Majority Patient’s Bill of Rights Task Force.

Responsibilities included the development, implementation and coordination of a statewide Total Quality Management initiative for long term care facilities in the State of California, development and delivery of professional in-service programs for long term care practitioners, (topics have included: curriculum design, instructional development, instructor development and OBRA and state staff development training). Additional responsibilities have included: liaison with academic and governmental agencies, grant writing, research and staff supervision.
