Oversaw a $738 million budget impacting three installations in three states and over 19,000 Soldiers, Federal Civilian Employees, Contractors and Family Members. Coordinated the rewrite of the aviation fleet maintenance contract, improving government oversight and contract incentives.

Forward deployed in the Federal Republic of Germany. Commanded an aviation brigade (4,000 Soldiers, 139 helicopters and airplanes) located in Germany, Italy, and Belgium. Successfully led transformation to a new, larger brigade structure, to include Soldier/Family relocation of over 8,000 people, 139 aircraft, more than $13 billion in equipment, and disposition of more than $200 million in facilities. Successfully led over 3,600 Soldiers through 15-month combat deployment in Iraq while ensuring quality of life and community support programs for 800 Soldiers and 5,000 Family Members remaining in Europe and the U.S.
