Mr. Feehan is Project Manager with experience providing project management, field data collection, technical writing and subject matter expertise in the area of marine sciences to federal and sate agencies and commercial clients. Current projects under review by FERC, MARAD, USCG, BOEM & NOAA include offshore wind energy development, offshore LNG deepwater ports and onshore LNG ports and pipelines. In addition, Mr. Feehan has provided subject matter support for deepwater LNG ports, on and offshore wind parks and other power generation projects. He has also provided technical and scientific writing support for Tetra Tech’s efforts in producing numerous offshore wind Site Assessment Plans (SAPs), permit applications, and Environmental Impact Statements for commercial clients and federal agencies. Mr. Feehan has also conducted protected species observer (PSO) coverage, development of marine mammal and sea turtle harassment avoidance procedures, as well as Incidental Harassment Authorization (IHA) and Incidental Take Statement (ITS) applications, and provided training and coordination of Environmental Compliance Monitors and navigation crews in marine mammal and sea turtle monitoring. Previously, Mr. Feehan acted as the Project Management Support Officer (PMSO) for Perot Systems Government Services (PSGS) where he was responsible for the management of the Pembroke, MA facility, budget, and onsite and offsite staff. Over his career, Mr. Feehan has participated in numerous research projects involving field research on commercial fishing vessels and scientific research vessels from Florida to Maine. Mr. Feehan has coordinated and conducted numerous research SCUBA dive, surface vessel support, and small research vessel operations. Mr. Feehan is also skilled in zooplankton field collection techniques and taxonomy.
