Project Manager with experience providing project management, field data collection, technical writing and subject matter expertise in the area of marine and fisheries sciences providing support to federal and state agencies and commercial clients. Current projects under review by FERC, MARAD, USCG, EPA, NOAA, and BOEM include offshore wind energy development, offshore LNG deepwater ports and onshore LNG ports and pipelines. In addition, Mr. Feehan has provided subject matter support for deepwater LNG ports, offshore wind development projects and other power generation projects. He has also provided technical and scientific writing support for Tetra Tech’s efforts in producing numerous permit applications, offshore wind Site Assessment Plans (SAPs), and Environmental Impact Statements for commercial clients and federal agencies. Mr. Feehan has also conducted protected species observer (PSO) coverage, development of marine mammal and sea turtle harassment avoidance procedures, as well as Incidental Harassment Authorization (IHA) and Incidental Take Statement (ITS) applications, and provided training and coordination of Environmental Compliance Monitors and navigation crews in marine mammal and sea turtle monitoring.

Acted as the Program Management Support Officer (PMSO) for the NOAA Fisheries VTR Project. Managed three project support staff, two project supervisors and seven data entry specialists. Managed the Electronic Logbook Reporting Project for the South Atlantic Snapper Grouper Fishery.Coordinated with seven sub-contracted commercial fishermen involved in the project ranging from North Carolina to the Florida Keys, obtained and installed computer systems and software on commercial fishing boats, and collected and imported data collected over the duration of the project. Provided management and support for the SBNMS Large Marine Mammal Database and Seafloor Habitat and Recovery Program. These projects have entailed the coordination of five sub-contractors, as well as the budgeting and project status report development. Was involved in the SBNMS Management Plan Review process. Responsible for providing technical support for working group and Sanctuary Advisory Council (SAC) meetings, as well as drafting meeting summaries, action plans, environmental impact assessments, and other meeting support documents. Also responsible for managing the development of the SBNMS Draft Management Plan.

Fisheries Scientist. Mr. Feehan was responsible for conducting field research on commercial fishing vessels spanning the entire U.S. East Coast. Most of this research focused on the selective efficiency of commercial fishing gear, and fish population dynamics, and distribution and behavior of commercially fished species. His duties as a fisheries scientist, with the Manomet Marine Fisheries Conservation Program, were to collect and record information on fish catch, morphology and behavior, as well as collect measurements and information on commercial fishing gear. Mr. Feehan supervised the collection of data concerning fish behavior in response to encounters with fishing gear. An underwater camera was attached to fishing gear including bottom trawls, gillnets, and traps to record fish behavior. In addition, he used an underwater camera on research SCUBA dives in fish weirs off Chatham, MA, to record fishing practices and fish behavior. Mr. Feehan was also responsible for the analysis of fisheries data, specifically selectivity analysis of experimental fishing gear. Mr. Feehan assisted in report and proposal development for cooperative research projects with commercial fishermen. These projects include Squid and Scup Codend and Escape Panel Selectivity, Groundfish Codend Selectivity, Monkfish Trawl Gear Project, Groundfish Gillnet Selectivity, Closed Area II Yellowtail Flounder Project, Icelandic EX-IT Grate Selectivity Project, Haddock/Cod Separator, and Inclined Separator Project.

Database Developer and Data Entry All field experiments conducted by Manomet used standard National Marine Fisheries Service (NMFS), Fisheries Observer data collection protocols and forms. Mr. Feehan was responsible for developing a flexible, user friendly, relational database allowing easy data entry from NMFS forms. This database was created using Microsoft Access, with Visual Basic macros written to facilitate selectivity analysis for experimental data. Mr. Feehan also assisted in data entry and analysis for all projects.

Scoping Meetings CoordinatorMr. Feehan was responsible for coordinating regional fisheries bycatch scoping meetings conducted from Maine to New York. Meetings were conducted to gather public comments concerning localized fisheries bycatch issues and identify cooperative research topics for the NMFS. Mr. Feehan arranged venue selection, support staff (audio production specialist, court stenographer), and meeting advertisement.

Help Desk TechnicianMr. Feehan acted as a help desk technician, responsible for troubleshooting individual workstation and networking issues for the entire Manomet staff. He also acted as liaison between Manomet staff and the IT services provider.

GIS SpecialistMr. Feehan acted as GIS Specialist for the Manomet Marine Fisheries Conservation Program. His responsibilities were to provide GIS support for all projects, using ARC/INFO and ArcView. He produced GIS charts and maps for use in experimental fishery permits, environmental impact statements and reports, and information and outreach documents. Mr. Feehan also conducted spatial analysis on marine fisheries catch data for all projects, as well as CAD to create graphical representations of commercial trawl gear and experimental gear for use in presentations and reports.

Trade Show Exhibit CoordinatorMr. Feehan was responsible for coordinating the trade show exhibits for Fish Expo/Workboat Atlantic 2000 & 2002, Fish Expo Seattle 2003, and the Maine Fishermen’s Forum, 2000 through 2004. He participated in the concept and design of two separate displays, and the design of an information pamphlet on Manomet’s Marine Fisheries Conservation Program. He also arranged for exhibit space, utilities, and peripherals.

Research AssistantMr. Feehan assisted in all laboratory activities and was responsible for the supervision of five undergraduate assistants. Under Mr. Feehan’s supervision, these assistants preserved and sorted plankton samples collected in the field. Mr. Feehan was also responsible for supervising the on-deck sampling activities on board the URI Department of Fisheries research vessel, R.V. Cap’n Bert. This vessel was used to conduct Bongo net and Tucker trawl sampling for plankton in Narragansett Bay, RI.

Field CoordinatorMr. Feehan operated the Biological Sciences Department’s research vessel, R.V. Herrick, for all field activities. He was responsible for vessel maintenance, coordination of all vessel operations and supervision of five undergraduate assistants. He also coordinated and conducted research SCUBA dives for an American lobster population survey using quadrant and suction sampling. Other research vessel operations under Mr. Feehan’s supervision include ocean current drogue tracking and neuston plankton sampling for an American lobster larval transport project in Rhode Island Sound. Mr. Feehan also served as a research SCUBA diver, assisting with the underwater deployment, suction sampling and retrieval of larval lobster settlement trays for an American lobster larval settlement program.

Teaching AssistantMr. Feehan was a teaching assistant for URI Biological Sciences Department courses. These courses were Animal Behavior, Introductory Biology, and Human Anatomy. He was responsible for setting up laboratory activities, as well as teaching subject matter and assigning and grading student work.

Research AssistantMr. Feehan assisted in field research operations conducted by the URI Department of Fisheries. He was responsible for providing logistical and field sampling support for an American lobster habitat restoration project initiated in response to the World Prodigy oil spill in Narragansett Bay, RI. A series of 6 artificial reefs were created in Narragansett Bay, RI for this project. Mr. Feehan acted as a research SCUBA diver responsible for artificial reef site selection, assessment, and monitoring. He also provided surface vessel support for SCUBA dive operations. In addition, Mr. Feehan worked as a deckhand for the URI Department of Fisheries research vessel, R.V. Cap’n Bert. As deckhand he was responsible for fishing operations on deck, collection of fish species data, and tagging American lobster for a lobster movements tag and recapture study.

Laboratory AssistantMr. Feehan assisted in all laboratory activities focused on American lobster abundance, distribution and fecundity. Mr. Feehan was primarily responsible for macro zooplankton taxonomy. Field plankton samples were sorted and all larval American lobster and Cancer crabs were tallied. In addition, he was responsible for sample preservation of all field collected plankton samples.

Field AssistantMr. Feehan assisted in all field sampling activities focused on post-larval lobster distribution and settlement. Field work consisted of sampling the neuston layer using plankton nets to capture larval and post-larval American lobster. Post-larval lobsters were sorted on-site and kept on ice for live micro-wire tagging procedures. In addition, he conducted a field study of local hermit crab population dynamics and behavior. As a field assistant, Mr. Feehan was responsible for the field collection of American lobster in a joint URI/Beak Consultants, Inc. project to assess the impact of the North Cape oil spill on the lobster population in Rhode Island Sound using lobster traps. This work was carried out on commercial lobster vessels. The North Cape oil spill project activities included benthic lobster population quadrant surveys where Mr. Feehan acted as a research SCUBA diver, and provided surface support as a deckhand on the URI Department of Fisheries research vessel, R.V. Cap’n Bert. As a research SCUBA diver, Mr. Feehan also assisted with the underwater deployment, suction sampling, and retrieval of larval lobster settlement trays for an American lobster larval settlement project.
