- The Office of Program Policy Analysis and Government Accountability (OPPAGA) is a research arm of the Florida Legislature. OPPAGA was created by the Legislature in 1994 to help improve the performance and accountability of state government. OPPAGA provides data, evaluative research, and objective analyses to assist legislative budget and policy deliberations. OPPAGA conducts research as directed by state law, the presiding officers, or the Joint Legislative Auditing Committee.- OPPAGA provides a variety of research services: -- Performance evaluations and policy reviews of government programs -- Research and technical assistance to legislators and legislative committees -- Government Program Summaries (GPS), an electronic encyclopedia containing descriptive and evaluative information on all major state programs -- PolicyNotes, a weekly electronic newsletter of policy research of interest to Florida policymakers- OPPAGA's research is guided by The Program Evaluation Standards, 3rd Edition. The Standards address Utility, Feasibility, Propriety, Accuracy, Evaluation, and Accountability. OPPAGA uses the Standards to ensure the quality, usefulness, and timeliness of all published products.

Taught and facilitated up to 18 United States joint service and allied nation military officers and civilians per class in the United States Air Force's Air University eSchool of Graduate Professional Military Education Leadership and Command II course. Students applied their understanding of ethical leadership, command, communication, and adaptation in complex situations. Students learned mission-command concepts and keys to leading organizations through change in the joint, interagency, intergovernmental, and multinational (JIIM) environments. This course required students to examine their strengths and weaknesses as leaders, hone their personal leadership philosophies, prepare for future leadership/command and staff responsibilities, and discuss and receive feedback from their classmates.

- Served as a flight line simulator instructor pilot, and aerodynamics classroom academic instructor following prescribed syllabi for the undergraduate Remotely Piloted Aircraft Instrument Qualification pilot flying training program. - Instructed undergraduate officer and enlisted students in the full range of Remotely Piloted Aircraft basic aircraft maneuvers, instrument flight and navigation training to meet the needs of an operational unit's mission.- Developed goals, evaluate training program success, and provide technical expertise to program changes.

- Advised the Director, International Training and Education, and completed projects as part of the unit’s mission providing flight/technical training, professional military education, and advanced degrees to 6,500 international students annually from 144 countries, with military sales contracts with an open value approaching $10B. - Advocated, coordinated and assessed international training equities within multi-billion dollar budget preparation, organizational construct, rulemaking and assessment, and process creation and execution efforts.- Certified as AETC Services Acquisition Program Management, and Defense Security Cooperation Agency International Affairs Level II specialist. Completed courses in Hardware and Service Contract Acquisitions, Contract Oversight, Program Management, Logistics, and Life Cycle Risk Management.

- Led team of up to 70 compliance inspectors while inspecting and ensuring regulatory compliance, and assessing mission effectiveness for an organization with more than 62,000 employees in 320 training organizations amongst 18 bases across the United States with more than 1,300 aircraft of 23 different models. - Implemented and enforced Air Force policy and guidance. Scrutinized survey results and production reports to develop strategies to measure organizational health and compliance issues. Met with and briefed organization’s Commander (CEO) on inspection results. Provided recommendations to fix, repair or restore underperforming or failing sub-organizations and processes. Advocated Continuous Process Improvement (CPI) efforts.- Served as a T-6 Texan II Pilot Instructor Training (PIT) Instructor Pilot (IP), instructing future Specialized Undergraduate Pilot Training (SUPT) IPs to qualify and teach new US and international student pilots how to fly the T-6 aircraft.

- Commanded, led and managed the United States Air Force's largest pilot training operation, consisting of 1,200 employees operating 216 aircraft valued at $1.1B, flying 47,000 annual sorties encompassing 61,000 flight hours while producing over 300 new pilots annually for the United States and eight allied nations. - Responsible for all aspects of unit policy, statutory and regulatory compliance, organizational morale and discipline, flight and ground safety, leadership development and technical training, and personnel and equipment readiness.- Provided command, control, management, and process standardization for 3-runway airfield plus offsite auxiliary runway, weather and Air Traffic Control operations. Led organization to 99.4% mission effectiveness despite unprecedented 29% maintenance capacity loss and 27% instructor manning shortfall.

- Planned/led 11 logistically complex US and multi-country overseas field study programs to 39 countries on six continents for 200 senior Department of Defense executives (generals/admirals/senior civilians) in senior executive leadership education program while interacting at the US Ambassador and Embassy staff, cabinet secretary, and host nation senior military and civilian ministerial levels. Prepared 500-page regional security/policy background info books.- Assembled trip books, and organized State Department and academic speakers in advance of international travel to meet Chairman of the Joint Chiefs of Staff objective of educating senior leaders for national security roles- Developed, analyzed, executed and evaluated $3M annual budget. Conducted annual curriculum and desired outcomes review working with 14 retired 4-star generals/admirals to improve course planning and execution.

- Commanded, led and managed 150 employees/support personnel flying 16 KC-10 air refueling/transport aircraft valued at $1.5B. Responsible for all aspects of unit policy, statutory and regulatory compliance, morale and discipline, leadership development and technical training, squadron personnel and equipment readiness. - Developed, implemented and measured organizational strategic and near-term plans and processes. Established, directed, and corrected (when necessary) assignment allocation, execution and completion.- Commanded deployed overseas KC-10 squadron flying 1,700 combat missions in high stress wartime environment.

- Directed/supervised force structure, fiscal programming and flying hours for all 589 USAF air refueling tanker aircraft then 497 inter/intra-theater airlift aircraft in $32B 5-year budget cycle program. Prepared budget and programmatic materials and briefed 4-star senior USAF leaders, and US Senate and House members and staff on program details.- Served as Base Realignment and Closure Commission (BRAC) Senior USAF Analyst. Held private meetings with US Senators/Congressmen, Governors, and other civic leaders and elected officials. Prepared extensive, detailed review and analysis of proposed actions. Wrote/edited sensitive portions of BRAC report sent to the President of the United States.- Testified under oath in both US Senate and House hearing rooms during proceedings broadcast on C-SPAN.
