Provided nuclear facility management and material flow expertise to UPF Production Organization. Developed the Concept of Operations Plan for the $4.2B Uranium Processing Facility at the Y-12 National Security Complex. The plan provides significant input into facility design requirements and details Operational philosophy. Responsible for ensuring Production and Support Organizations staffing and administrative requirements are implemented in facility layout and design.

Instituted culture change to focus project team on a finite, project-delivery approach.

Provided management and strategic direction for the Excess Facilities Management Department. Managed staff of 125 personnel and a $20M dollar budget. Developed and implemented surveillance and maintenance (S&M) program. Managed ongoing operations and maintenance (O&M) and deactivation programs. Reduced S&M costs by 50%.

Savannah River Site, South Carolina

Planned, Budgeted, Scheduled and Managed the Characterization and Decontamination and Decommissioning of Building 232-F, the first Tritium Production Facility at the Savannah River Site. The scope of project included radiological and chemical characterization, which lead into Decontamination & Decommissioning of the Facility. The final configuration of the site is a brown field.

Apollo/Parks Township, Pennsylvnia

Managed 45 professional and union personnel and $8M budget for the initial decontamination of a NRC licensed plutonium fabrication and mixed fission product facility. Introduced patentable capability using off-the-shelf equipment which outperformed existing devices 5 to 1.Developed and executed project plan, budget and schedule for a $72M project which successfully decontaminated and decommissioned a NRC licensed uranium fuel processing plant. Achieved zero lost time and OSHA recordable record. Managed 60 professional, union and subcontractor personnel. Supported successful contract negotiations for rail transportation and disposal site for nuclear waste.

Responsible for planning, scheduling, cost tracking and problem solving on a wide variety of engineering projects in support of new business/product lines for B&W NNFD. During the period, performed as Operations Manager for the Compact Reactor Fuel Unit, manufacturing uranium fuel for the DOE.
