These concepts propose new methods and means to address operational problems or exploit opportunities for which current approaches are nonexistent, incomplete, or inadequate. Once complete, supports the development of implementation planning by analyzing assigned concepts' operational approach and required capabilities and developing recommendations for input into the implementation plan.

Though he had many demanding jobs and multiple combat tours, undoubtedly the most challenging assignment of his military career was as the commander of an armored task force in Iraq. For fourteen months, Tim and his command of over 700 U.S. and multinational troops established security, led the re-establishment of governance, and oversaw millions in reconstruction projects in a Baghdad suburb of 30,000 (sometimes angry) residents. Following command, his strategic planning and writing skills landed him in the Pentagon as the speechwriter for the Chief of Operations, Plans, and Strategy of the Army. In his final active duty assignment, Tim ran a joint service combat studies organization.
