Director And Program Manager-Navy Surface Combatants Maintenance And Modernization
•Supervised 40 people providing professional business support services to the PEO TSC-F Fleet Division, Opcycle Management Branch (PMS 400F4) and Program Planning Branch (PMS 400F7). Support was provided in four locations: Arlington, VA; Pascagoula, MS; Norfolk, VA and Bath/Brunswick, ME. •Support included Fleet Introduction and Lifetime Support program management for CG 47, DDG 51, DD 963 and FFG 7 Ship Classes (over 110 ships). •PMS 400F4 support included 30-40 ship availabilities/year, modernization and maintenance planning and execution with budget and financial planning and execution, Ship Alteration design and engineering status, material and logistics status, Ingalls and Bath Planning Yards contracts management and coordination with Navy and contractor activites. •PMS 400F7 involved Budget and Fin'l support for the Division and 7 branches for SCN, OMN, OPN and RDT&E. Supervised generation of reports, analysis and recommendations (AEGIS In-service ship maintenance & support OMN, ship modernization (OMN and OPN) and AEGIS OPN for installation and procurement) and MK 92 system for the In Service Engineering Agents (ISEAs) for the Combat System and Support Systems at Philadelphia and Port Hueneme, the Lifetime Support Engineering Agent (LSEA) at Dahlgren and several other Navy and contractor activities•Coordinated management of the divisional budget workload (reports, presentations and correspondence) to communicate the budget status, issues and actions. •Managed the financial control system, monitored financial execution (allocations, commitments, obligations and expenditures) and provided projection reports and recommendations for planning and execution of the budget and fiscal years from a cash and budget perspective. •Provided management review of the all budget submissions review and analysis of requirements and of Division budget total obligational authority (TOA) versus requirements versus prior performance.

•Provided in-service ship maintenance and modernization support for AEGIS Cruisers and Destroyers as they were transitioned from the shipbuilding process to Fleet service. •Developed, planned and executed the Fleet Modernization Program for over 30 AEGIS ships from the transfer of the Cruiser USS TICONDEROGA in ‘83 to the transfer of the Destroyer USS MITSCHER in ‘95. •Provided development of Expanded-Expanded (EX2)Planning Yard concept at the two Class Planning Yards through development, management and administration of cost plus fixed fee contracts at Bath Iron Works and Ingalls Shipbuilding. Coordinated FMP budget development, execution and planning; Planning Yard funding (both FMP (OPN and OMN) and AEGIS OMN budgets)

After receiving a commission as an Ensign from OCS at Newport, RI was assigned to Supply Corps school and finisihed 7/78 and was assigned to USS SAN JOSE (AFS-7) as assistant to the Supply Officer. Held 3 positions aborad ship:Supply Support, Disbursing & Sales and Food Service Officer) and made one 7 month deployment to the Arabian Gulf. Also, served as Helo Control and Flight deck Officer and Junior Officer of the Deck. Subsequently, transferred to Lisbon, Portugal for duty as Administrative Contracting Officer and Material Officer at the Navy's European Aircraft Repair and Overhaul Activity in Alverca, Portugal.
