About Timothy Reardon

I recently joined the Massachusetts Executive Office of Housing and Livable Communities as the Chief of Data and Research. Prior to joining EOHLC, I accrued over twenty years of experience in regional planning, with a focus on using analysis and technology to support public engagement and informed decision-making. My work has entailed activities ranging from local planning and zoning projects to regional forecasting and data development. Major initiatives I led at MAPC included integrated transportation and land use planning, socioeconomic projections, policy-oriented technical analysis, development of digital tools and interactive websites, digital equity planning, and creation of new regional or statewide datasets.     Currently overseeing MAPC's programs related to regional demographic forecasting, land use modeling, applied research, and data development. Responsible for project management and personnel oversight in a 12 person department of analysts, programmers, and technicians. Recent accomplishments include: - Publication of detailed population, household, and housing demand projections to the year 2040 for Metro Boston and its municipalities (January 2014.) Projections have been officially adopted by state agencies (MassDOT, EOHED, DHCD, EOEEA) as well as the City of Boston (BRA, DND) as the basis for housing plans and policies. - The Massaschusetts Housing Data Portal, an online tool that delivers municipal specific housing data with hundreds of statistics for every city and town in Massachusetts. The site includes a "Basic Housing Needs Assessment" generator, which combined local data with conditional text to deliver a narrative report (editable) that fulfills state requirements for a Housing Needs Assessment. - Development of a Land Use Allocation Model (Cube Land software) integrated with the Boston MPO's regional travel demand model; a feedback loops allows the land use allocation model to account for changes in accessibility that result from transportation investments, pricing, or congestion. The model is currently being used to develop zonal land use scenarios for the Boston MPO's Long Range Transportation Plan for 2040. - Comprehensive analysis of station-area conditions and development potential at >300 MBTA transit stops in Metro Boston. Companion report to "Hub and Spoke" by Stephanie Pollack, which assessed potential ridership and congestion impacts of future development. Station-level soon to be published at www.tstation.info.

    Principal author of MetroFuture: Making a Greater Boston Region Goals and Objectives (May 2008); and principal editor of MetroFuture Implementation Strategies (November 2008.) Initiated and managed a wide variety of projects in the Data Services department. Example include: - Analyzed public school enrollment patterns for the Massachusetts School Building Authority to a assess the impact of new school construction on enrollment and grade size. - Developed interactive 3-D scenario models of existing and proposed transit station areas and implemented these models using tabletop technology in large-scale public meetings. - Conceptualized and managed a statewide analysis of public school accessibility and student population clusters. Developed a new spatially discrete survey tool and deployed it in 15 schools, achieving a 45% response rate. Results provide a new tool for targeting program investments and for tracking progress over time.Co-author of MAPC's successful application to the US Department of Housing and Urban Development's Sustainable Communities Regional Planning Grant program, which resulted in a $4 million grant to support implementation of MetroFuture through a combination of technical assistance, regional analysis, policy advocacy, constituency building, and tools development. Served as coordinator for the South Shore Coalition, one of MAPC's eight subregions. Organized monthly meetings and subregional forums on renewable energy, parking, and transportation. Conducted subregional analysis and regulatory research to identified common issues and shared strategies.

    Core member of project team tasked with implementing a multi-year regional planning process, which resulted in the 2008 adoption of MetroFuture: Making a Greater Boston Region. Task lead for components of the I-495 Water Resources Project, a federally-funded effort to develop comprehensive solutions to improve water balance in a fast-growing portion of the state. Responsible for analysis and public education materials related to stormwater management, low impact development, water reuse, and water conservation. Wrote and produced the Massachusetts Low Impact Development Toolkit, a collection of products summarizing LID concepts, techniques, and regulatory strategies.
