Lead a multi-disciplinary team focusing on mobile learning and emerging technologies such as mobile learning, mixed reality, xAPI, and total learning architecture for federal enterprise level development• Critical technologies explored: xAPI and supporting technologies, mobile devices, mobile learning, learning management systems, learning system architecture, augmented and virtual reality, proximal content and technologies, adaptive and intelligent tutoring• Secured, managed, and executed over $6 Million in funding over four years for projects including multiple contractual awards, across four NAWCTSD lab entities, an academic lab (UCF-IST METIL) partnership, and multiple Navy and DoD organizations• Evaluated instructional technology, new and emerging, for transition into US Navy training enterprise including augment reality, modern learning management systems, mobile devices and applications, learning architecture applications, and content development tool sets• Principal investigator for Defense Health Agency (DHA) development of federal enterprise level requirements for learning and information technology to enable a provider-based and a patient-based total learning architecture (TLA). Lead a team of systems and software engineers with subject matter experts and analysts across four organizations. • Developed a Mobile Learning Framework for use in the US Navy training enterprise to guide in the first steps of applying and execution of a mobile learning strategic vision. Based on current policies, industry best practices, and accommodates workload and training command structures. • Collaborated with NETC CIO and staff to provide guidance for the development of long-range technology roadmap to transform training enterprise processes and systems
