Counsel to the U.S. House Energy & Commerce Committee, Subcommittee on the Environment. Representative matters include drafting and negotiating the Frank R. Lautenberg Chemical Safety for the 21st Century Act, (P.L. 114-182) (TSCA); drafting and negotiating compromise legislation to amend RCRA to authorize state permit programs for coal ash management (Sec. 2301 of P.L. 114-322, Water Infrastructure Improvements for the Nation Act); drafting and negotiating bipartisan legislation to update and reauthorize the federal Brownfields program (Division N - the BUILD Act- of the Consolidated Appropriations Act 2018 (P.L. 115-141).Conducted oversight of U.S. Environmental Protection Agency and other federal agencies regarding cleanup of contaminated sites and abandoned mines. Organized multiple subcommittee hearings regarding CERCLA and how to make the Superfund program more efficient and effective. Developed policy and drafted legislation regarding PFAS.
