Efficiently consolidated acquisition and operations across 11 sub organizations.- Planned transition from expensive legacy Time Division Multiplexing (TDM) voice switches to new unified capabilities that leverage Internet Protocol networks- Obtained approval to reduce emergency mobile communications by 36% based on historical usage; planned and implemented the organizational restructure

Peterson Air Force Base, Colorado

- Advised senior Iraqi military and civilian communications leaders to establish national communications and information programs and projects- Assisted Iraqi government in information and communications technology governance reform. Partnered with United Nations Development Program and World Bank to establish an environment that incentivized corporate investment.- Planned and designed the $42 million IT network with the Department of State that provided communications for US government activities in Iraq following the military’s withdrawal- Managed Iraq’s $257 million emergency “911-like” project implementation to provide first responder communications in support of 19 million Iraqi citizens in 21 major cities

Ramstein Air Base, Germany

- Led team of 60 people to direct crisis communications actions across 85 locations in support of 43,000 people. Team won 34 awards in one year.- Decided actions to restore communications for all Air Force activities in Europe. Met with senior executives to clearly translate technical system outages and their impact to the organization’s mission as well as restoral plans and actions. - Directed Air Force actions in Europe in response to worst cyber attack against US military computers in history. Tracked actions to completion and eliminated network vulnerabilities.- Planned communications for contingency operations during Russia-Georgia conflict in 2008; linked three sites in Georgia with emergency communications to coordinate airlift of 861 tons of humanitarian supplies to aid 146,000 displaced people.- Led communications planning and implementation of ballistic missile defense network linking Israel and the United States

Ramstein Air Base, Germany

- Led 600-person organization and $3 million annual budget providing network operations supporting sensitive intelligence and critical military operations and emergency communications in Europe and Africa. Organization earned special teamwork recognition and was selected as the Air Force’s best large communications unit in Europe.- Planned and sent mobile communications teams to six European sites in four countries to support US activities at the April 2008 Romanian-led North Atlantic Treaty Organization (NATO) summit; established networks and voice systems to provide secure communications- Established strategic plan for largest Air Force communications organization in Europe. Senior executives used plan to monitor progress across four areas of customer support, project management, personnel development and personnel satisfaction; used metrics to measure goal areas. Team won 37 awards in one year.

- Developed $12.4 billion annual Air Force budget plan. Even though only staffed at 50%, initiated rigorous assessment of portfolio across eight areas and was named best budget proposal among 10 competitors.- Convinced Congress and senior executives to make sweeping changes, such as elimination of a $1.6 billion technology demonstration to achieve higher priorities- Took one week hostile negotiations class and used concepts in volatile situations. Prepared clear objectives, red lines, researched positions, found common ground and negotiated trades.

- Guided analytic team to assess ways to better leverage information technology in support of the Air Force’s bottom line then convinced senior executives to implement recommended changes by distilling abstract and complex concepts into actionable plans- Led team of nine people to prepare Air Force’s strategic plan to leverage network-centric technologies across systems totaling $11 billion. Headquarters AF’s best team of the year - Led 10-person technical team to evaluate proposals for an advisory and assistance services contract totaling $235 million over 5 years; winning contract eliminated 16 separate contracts and significantly improved the support to the organization- Clear and compelling communications. Selected as senior executive’s speechwriter and awarded special recognition for speaking and writing during executive leadership course
