The revised ordinances were designed to encourage low-impact development as part of the city's revision of its land development regulations for the redevelopment of the core downtown. These revisions also addressed the requirements of the City’s NPDES permit, and were designed to assist with regional efforts to maintain water quality, thereby preemptively avoiding the establishment of a TMDL by the Florida Department of Environmental Protection for nutrients loads in Boca Ciega Bay.This work included consultation and research with land-use attorneys and environmental engineers, as well as collaboration with the city's planning director, mayor, and public works staff.
