Led architecture and DevOps for SS&C Health with a primary focus on a new cloud-native pharmacy benefit management platform (PBM). The platform is composed of Spring Boot microservices, Angular micro-front ends, Kafka (Pub/Sub), Kong (API gateway), PostgreSQL (RDBMS), Redis (caching), and S3 (storage).Key Accomplishments• Guided and mentored architects, DevOps engineers, and DBAs of various levels of experience.• Chaired vendor review board with SS&C Health executives, choosing third-party software that will meet requirements while considering architecture, vendor support, skill sets of staff, and price.• Implemented searchable library of architecture documentation using Confluence and Gliffy to improve communication and access.• Led creation of end-to-end architecture for interim state and end state of new PBM platform. Reporting to the CTO, led teams of over 100 onshore and offshore developers, QA engineers, and managers responsible for over twenty healthcare applications. This included both modern Java and .NET web applications, mobile applications, and legacy claims platforms.Key Accomplishments• Led roll-out of agile SDLC for all development teams, using JIRA as primary tool for managing product backlogs and releases.• Implemented software engineering best practices on legacy teams.Implemented modern, cloud-native OpenAPI layer on top of legacy claim systems, using Kong as API gateway.• Oversaw and led architecture and development of highly-customizable, new white-label digital platform, including hybrid-technology iOS, Android, and web application built from same source code. The applications in this platform were built natively for the private cloud. The front-end was built using Angular, Cordova, and Ionic while the back-end was built as a collection of Spring Boot microservices. This application is in production for a health plan with over two-million members.

• Led development for 7 back-office, healthcare Java web applications, all currently in production for multiple customers with a total of over 1,000,000 members. Technologies included Java, Spring, Jetty, JBoss, Oracle, JPA (with EclipseLink), Liquibase, Quartz, Antlr, Jersey (REST), Apache Axis (SOAP), Ember, JQuery, and Bootstrap.• Led implementation of CI/CD pipeline using Maven and Bamboo to automate builds, releases, and deployments to private cloud using Chef and Knife on VMWare vCloud. Provisioning environments went from up to 2 months to as little as 15 minutes.• Provided thought leadership and technical direction to IT Transformation initiative for DST Health Solutions’ applications. This initiative was focused on cloud migration and information security.• Chaired Architecture Review Board to institute governance, shared solutions, and sound architecture.• Led migration from Subversion (SVN) to Git for all source code.• Designed and implemented streamlined agile development process that was certified as ISO 9001:2008 compliant, using Atlassian JIRA and Confluence as the primary tools for managing the SDLC.• Led architecture and development for medical benefits application for defining products, benefits, services, and plan options. This application is called real-time over HTTP during claims adjudication to determine benefits and calculate member and plan liabilities.• Led architecture and development of episode bundling and pricing solution for retrospective bundled pricing and value-based payments.• Led architecture and development of identity management solution to automatically deactivate users and report on users across 10 modern and legacy applications to automatically remove access to these applications for employees who leave the company.• Coached both onshore and offshore architects and developers and provided influential technical and process leadership across multiple departments and organizations.
