Provide financial guidance and direction in all OPTAR Budgetary Formulation, Budget Execution and Accounting analytical support as a Financial Management Analyst to the Comptroller, Commander Naval Surfaces Forces Atlantic (CNSL) for Patrol Coastal (PC) Craft Staff, 13 subordinate units and two PC Maintenance Support Team warehouses. Provide guidance and directions to assigned commands by executing complex data analysis, budget reconciliation, forecasting and accounting accuracy. Process funding grants and realignment in Continuous Monitoring Program (CMP) and Command Financial Management System (CFMS)Communicates quality principles and accurate policies and procedures resulting in a documented financial budget constraints and shipboard cost savings of grant execution. Provide vital data analysis and essential report resolutions principles for budget execution and policy/procedures for assigned units.Executed and process monthly OPTAR augmentations in support of CNSL assigned units. Ensuring maximum use of limited government funds are properly aligned through Continuous Monitoring Program (CMP) and Command Financial Management System (CFMS). Review and process monthly Transmittal Report (TL), Budget Operating Target Report (BOR) and Summary Filled Order Expenditure Difference Listings (SFOEDL). Ensuring proper submission of weekly reports and validating assigned units are financially solvent and operating in accordance with Financial Improvement Process/Financial Improvement Audit Readiness (FIP/FIAR) guidelines.Generates and submits daily Standard Accounting and Reporting System/Field Level (STARS-FL) reports to include Daily Obligations, Integrated Disbursement and Accounting (IDA’s), Unmatched Disbursement (UMD) and Transaction Exception Validation (TEXV). Ensuring proper funds are obligated and committed to proper Lines Of Accounting (LOA’s) in a timely manner.

Provides management, customers, and sub-contractors with basic logistics technology and information that ensures effective and economical support for products, service, equipment and systems. Analyzes routine contractual commitments, customer specifications, and related information to identify and document maintenance and support requirements. Reviews routine engineering designs and analyzes equipment characteristics. Develops and prepares manuals, bulletins, and information systems to provide logistics support.
