Directed 12 member team overseeing aircraft maintenance, transportation, supply chain management, and logistics plans, policies, and procedures for the Air Force District of Washington. Coordinated Air Force logistics support for national security events/crises in the Washington D.C. area. Formulated, developed, reviewed, and executed transportation policies, plans, and procedures. Advised senior leadership and staff via oral and written communication on transportation, logistics, and aircraft maintenance problems and capabilities.

Represented the Directorate of Joint Force Development as liaison to the Integrated Operations Division (IOD). Provided expertise and capability on globally integrated operations and exercises. Conducted comprehensive analysis of Dynamic Force Employment (DFE) proposals to Pentagon leadership. Validated and sourced requirements for the Joint Staff, Office of the Secretary of Defense, and Combat Support Agencies’ participation in exercise programs. Advised Senior leadership and staff on military exercise programs and capabilities. Prepared and provided written and oral presentations on military exercises to include goals and objectives of the exercises to senior leadership.

Led 87 military and civilian personnel in scheduling and coordinating the transportation and storage of 284,000 household goods shipments, valued at $844 million for military service members. Ensured proper allocation and effective use of transportation resources by equitably allocating personal property shipments to 800+ DoD-approved Transportation Service Providers/Carriers. Developed and administered $3.7M operating budget to support transportation activities, sustaining facilities, and equipment. Established policies, and procedures, and evaluated compliance with the management of transportation and storage of personal property.

Supervised 14 member team developing and enforcing compliance with policy and procedures regarding deployments and distribution operations. Used technical credibility to develop strategic and operational level plans and programs for deployment readiness and distribution activities. Oversaw logistics compliance inspections for deployments, vehicle operations, and traffic management functions.

Led 7 member team operating and administrating air transportation, logistics plans, ammunition and munitions storage, fuels, and armory operations in support Combined-Joint Task Force-Horn of Africa. Scheduled and coordinated the transportation of cargo and personnel throughout eastern Africa. Developed and implemented transportation and contingency plans and programs. Created and provided bi-weekly logistics operations and oral presentations to senior unit leadership and staff.

Planned and directed deployment, reception, staging, onward movement, and integration of joint and coalition special operations forces (SOF). Planned transportation support for special operations, contingency deployments, and combat support operations. Wrote logistics annexes to SOF operations plans in support of U.S Central Command. Developed logistics supporting plans for Global Combatant Commands, Joint Chief of Staff, directed plans, and SOF engagement programs.

Performed strategic planning to integrate the Defense Logistics Agency (DLA) supply chain and improve the sustainment of U.S. Armed Forces. Using technical credibility and expertise, conducted a comprehensive analysis of DLA supply chain initiatives and provided recommendations to command leadership. Established policy and provided advice to 24 distribution depots in areas of supply and transportation. Coordinated with HQ DLA staff to review and develop transportation and logistics support plans in support of Combatant Command operations plans. Accomplished joint service planning to establish and employ Department of Defense and commercial transportation systems to support military operations.

Led 956 personnel in aerial port operations, strategic airlift aircraft maintenance, and air mobility command and control operations. Supported over 16,000 combat support missions; transported 267,000 passengers and 98,000 tons of cargo, while maintaining a 98% on-time departure rate. Evaluated movement forecasts and flow of personnel and cargo into transportation systems, movement capabilities, and efficiency of modes used. Applied technical capabilities to plan and organize transportation activities and determine facilities and equipment requirements.

Supervised 13 military and civilian personnel providing air transportation, supply, fuels, and logistics plans expertise. Formulated, developed, reviewed, and executed transportation policies, plans, and annexes. Directed unit mobility support through transportation control work centers overseeing 22 unit deployment managers in organizing and executing the Eighth Air Force Deployment Readiness Program.

Second in command of a 129-person Aerial Port Squadron. Annually supported over 18K of the nation's highest priority missions, including Air Force One and Air Force Two. Provided annual shipment of over 13,000 tons of cargo and over 92,000 passengers, including 12,000 distinguished visitors. Managed vehicles and facilities worth $11M and an $800K operating budget. Evaluated movement forecasts and flow of personnel and cargo into the transportation system, movement capabilities, and transportation modes’ efficiency. Directed aerial port operations through various sub-processes, including Fleet Services, Passenger and Freight Terminals, and Terminal Operations Centers.

Planned and conducted comprehensive analyses of Air Force transportation problems. Presented oral and written recommendations to HQ Air Force and subordinate headquarters logistics leadership/staff. Responsible for all aspects of project management, including leadership of a team of military and civilian statisticians, computer and operations research specialists, and representatives from other logistics disciplines. Prepared reviews, and submits changes to publications on transportation methods, policies, and procedures.

Determined the priorities, workflows, organization, and staffing for 67 military and civilian personnel and 89 vehicles. Ensured 24-hour taxi and aircrew transportation service. Provided vehicular support for HQ U.S. Strategic Command operations, general public tours of the installation, and visits by foreign and domestic dignitaries. Served as Disaster Control Group Representative and Ability to Survive and Operate (ATSO) Team Commander.
