PM/Portfolio Lead responsible for multiple task orders under Noblis EPICS contract with the FAA, a single award support services contract with a value of over $600M. He serves as the Noblis program lead for a large team of approximately 60 employees with 7 teams of subcontractors with an overall contract value of ~$18M. He provides direct oversight and overall management in multiple areas such as Program Office Support, Program Management Advisory Support, Engineering Support, Program Control, Communication and Outreach, and Strategic Planning.Previously served as the Account Manager for Noblis’ support to the Department of Labor supporting a $180M large-scale IT program which processes over 4.5M medical bills annually. He was the primary business relationship manager between the customer and company. He led capture and proposal activities to achieve program growth and provided strategic and tactical level IT program planning, staff planning, budget planning, acquisition program assessments, system requirements development, and advising the DOL on industry standard best practices. Prior to the role of DOL Program Manager, Mr. Emo also served as Deputy Program Manager for the SPAWAR contract with an account value of $25M. He was responsible for meeting client requirements to include engineering support, proposals for new contracts, acquisition document development, and task order management. Prior to that he led a diverse technical team to analyze and evaluate five IT architecture alternatives being considered for the future Disability Case Processing System (DCPS). He led a senior team of technical experts and provided technical analysis of enterprise architecture projects, business process management analysis and planning, SOW/PWS development, requirements analysis, RFP package development, acquisition plans and strategy development, project planning and project management plans.

Managed overall program efforts in meeting cost, schedule and technical requirements. Areas of responsibility included time/cost control, project planning and execution, risk management, scheduling, revenue and cost objectives, and leadership of cross-functional teams. Directed and coordinated the program's financial and budget activities to fund operations, maximize investments, and increase efficiency.

Served as the lead Systems Engineer for a very large DoD IT program responsible for alignment and execution of the technical activities across the engineering spectrum, including all design related activities. Developed the architecture for a collaborative multi-level ground based air defense capability between the US Army and USMC. Provided oversight and direction to all engineering design teams including software, hardware, communications, test, and integration. Participated in the definition, design, development, integration, test, verification and validation of the system. Directed reliability and maintainability engineering studies and design to total ownership cost studies. Managed all safety engineering activities and configuration management activities. Ensured compliance to DoD instructions and directives for interoperability. Knowledgeable in Department of Defense Architecture Framework (DoDAF), Net-Centric Warfare (NCW), Net-Centric Operations (NCO), Net-Centric Environment (NCE), Service Oriented Architecture (SOA), Core Architecture Data Model (CADM), Global Information Grid (GIG) and developing, representing and understanding architectures based on a common denominator across DoD, Joint, and multinational boundaries. Participated in source selection activities, contract negotiations, contract start-up, requirements definition, system design (CDR's, PDR's), system test, LRIP, monitored and evaluated earned value data and served as a member of the Award Fee Board.

Served in various leadership billets as an Officer in the USMC at various locations around the globe. Was responsible for supervision, direction, mentoring, guiding, team building and training of up to 50 people at a time.

Directed a staff of over 20 people to coordinate and monitor the activities of 800 personnel split into 5 major subordinate units in meeting mission requirements and established goals. Served as the key spokesperson, subject matter expert and expert briefer for the organization and its capabilities to joint services and foreign training partners. Successfully planned, coordinated and executed over 20 different joint and/or inter-service operations. Duties included planning oversight for exercises, the conduct of post-event assessment and analysis, capturing and formatting all essential data and lessons learned for application in future enhanced exercises.
