Responsible for a broad spectrum of commercialization issues from bidding strategy to NERC standards. Working knowledge of standard development and compliance at NERC, RFC and WECC. Member of RFC Generator Verification Standard drafting team and NERC Generator SAR team. Member of Reliant’s team to comply with the NERC entity registration requirement. Negotiated the correct station service tariff for Seward station with the local utility representative insuring that the tariff selected conforms to current FERC station light and power orders. Reliant representative on the PJM Operating Committee and WECC Operating Committee. Advise dispatch manager in Houston when questions or problems surfaced. Principle in-house consultant for answering questions on how the PJM market functions. Interface with Corporate Regulatory Department.

Responsible for the relocation of the dispatch operation from Johnstown to Houston. This included staffing, coordination of communication requirements and installation of a new Ranger EMS system. Responsible for the dispatch operation of 1050 MW’s of owned assets and 1050 MW’s of assets owned by others in Florida. This includes managing the schedules and interfacing with counter party dispatch centers. Successfully integrated the plants (5300 MW’s) purchased from ORION into our dispatch operation. This required setting up and staffing another dispatch desk. These assets were located in NYISO and ECAR and required developing an understanding of rules in these markets. Also included in this acquisition was the requirement to cover Duquesne Light’s POLR load. Currently Reliant’s representative on the PJM SOS and OC. Responsible for the day-to-day dispatch operation of a portfolio of over 11,400 MW’s of generating capacity.

Interfaced with the trading management in Houston Texas on daily market plan, which included bid strategy and trading targets. Managed the day-to-day activities of the dispatch operation. Explained PJM dispatching and bidding rules to management and employees from Houston. Traded in the cash energy market and managed the capacity position in the PJM capacity market. Traded capacity in the bilateral, broker and e-capacity markets.

Managed the daily operation of the dispatch and trading activities around the 4000 MW portfolio of generating plants. This included training of the recently hired dispatchers, development of daily trading targets, trading in the cash energy market, development of the daily bid strategy into the PJM market and interfacing with PJM management on dispatch issues. Interfaced closely with plant management on market conditions, plant availability and outage scheduling. Managed the capacity contract with GPU. Attended PJM Energy Market Committee meetings. Interfaced with the lead trading operation in NYC. Interfaced with the gas and oil procurement function in NYC to support the operation of the CT’s within the environmental permits.
