Provides expertise and insights for clients utilizing project management, operations management, and facilities management (nuclear and non-nuclear) experience and training. Providing expertise not only for continuing activities, such as facility and engineering support for transition of large liquid waste management complex to new operators, but on proposal preparations as well. Examples include proposal writing teams and Red Teams in the management and operation of a large radiological facility and at a national lab.Currently supporting the UPF process Support and Process Gas Yard Subproject after the successful transfer of the Pine Ridge Substation to Y-12 Power Operations. Providing support to the FPD in several roles including construction oversight, interface with Engineering and Procurement, and as an ombudsman as various needs arise. During thr Substation Subproject, my support included document preparations preparing the project to obtain the Critical Decision 3A and the Critical Decision 2/3 approvals. Developing plans and approaches (such as Project Execution Plan, risk management, communications, and schedules), coordinating input from the Integrated Project Team participants and support services,in addition to providing expertise and experience to accelerate the process. This subproject was completed ahead of schedule and significantly under budget.

Multi-Program High Bay Facility

Responsible for facility and research infrastructures, daily operations of research and tactical/ strategic planning to implement the vision for the facility. Requested by Associated Lab Director to lead efforts to establish a stronger safety culture and improve conduct of operations. Lead efforts to increase efficiency of operations and prepare the facility for expansion of several R&D level projects to near pilot scale.

Environmental Management Program Office

Act as Manager of demo projects performed by UTB and act as a integration POC with SEC, UCOR, and Isotek to ensure that the various different scopes of work can be accomplished in very close quarters in the ORNL Central Campus.

Oak Ridge, Tn

Coordinated and directed operations targeted at reducing nonreactor nuclear facilities footprint in the ORNL Central Campus Area. As interime DOM, was responsible for overseeing operations across the Nuclear Operations Directorate.

Oak Ridge National Lab

Responsible for the operations, budgets and schedules of the U233 National Respository at ORNL. Oversaw the transition of the facility (Nuclear Cat II and Security Cat I) to Isotek. Responsible for $13M annual budget.

Oak Ridge National Lab

Directed engineers and technicians involved with the development of final wastes forms for mixed wastes (included grout, vitrification and encapsulation). Consulted frequently regarding RCRA compliance issues.

Oak Ridge National Lab

Coordinated the efforts to improve the ways the various DOE sites were approaching their mercury issues. Oversaw data collections, treatability studies, and discussions with EPA for the Mixed Waste Focus Area.

Oak Ridge National Lab

Managed the development program for the Federal Facility Compliance Act of 1992. Directed a large multi-faceted program involving all Oak Ridge sites operated for the DOE in the implementation of treatment options for legacy and ongoing generation of mixed wastes.

Y-12 Weapons Plant, Oak Ridge, Tn

Lead Engineer, Advanced Technology Group, Programs Management Division, Y-12 Plant. Lead engineer on all Los Alamos National Laboratory advanced development hardware, including all nuclear test shots. Supervised developmental component manufacturing for many varied and one-of-a-kind components and assemblies. Interpreted the weapons laboratory requirements for the manufacturing and certification areas, particularly if the work was unique for the Plant. Controlled millions of dollars in hardware annually across all plant operations areas.Received DOE Award of Excellence as special operations advisor to the Y-12 Plants “Production Methods Modernization Project” Asked to consult with weapons designers on materials and construction matters. Shipped unique, one-of-a-kind hardware for testing on schedule
