As director of a staff of 100, responsible for the development of Medicaid policy in all ambulatory services, direct the Medicaid pharmacy program and the NYS Elderly Pharmaceutical Insurance Coverage program, work with legislative and executive staff to write legislation, advise the Deputy Commissioner on cost containment alternatives, develop fiscal projections of changes in program rules, work with industry, program participants and advocates on aligning Medicaid coverage with health needs and new technologies. Implement and operate Medicaid fee-for-service quality of care programs including disease management demonstrations. Directed the design of the eMedNY Data Warehouse and direct the operation and development of the Datamart, a 30 terabyte, 12 billion record database of Medicaid, Medicare and related information. Supervised production of RFPs for claims processing, preferred drug program, clinical drug review, disease management demos and Oracle consulting services.
