As chair of the trade association for all Britain's film and television production companies, Tom led the negotiations for new terms of trade with the UK's broadcasters, which transformed the broadcast landscape and commercial opportunities for producers. Achievements included a 25% regional production quota and ownership of all ancillary rights, including distribution. He also launched PACT's successful campaign for tax breaks for the British film industry, which was achieved in 1997 and substantially increased the number of British-made films during subsequent years.
