Provides strategic, technical and operational leadership related to IT for all management, strategic, cybersecurity and computer operations functions for a federal government agency with a national point of presence. Oversees the implementation of a streamlined enterprise-wide IT Capital Planning and Investment Control (CPIC) process and its supporting procedures. Established transparent IT reporting processes, through the creation of an IT Steering Committee and Executive Review Board; as well as robust Service Levels for all support contracts which include poor performance penalties. Leading three simultaneous modernization efforts that include the agencies major business application, implement a modern customer service platform and Cybersecurity program. Modernization efforts are driving the transformation of the IT operations model to strategically support the Agencies business model and directly combat the growing cybersecurity treats.

Manages human, fiscal, and technical resources to design, implement, and maintain a complex information systems program and systems portfolio; directs operational systems development and implementation, performance-based management, policy initiatives, and all functional IT activities. Enforces policies governing information resources and evaluates their potential impact on the organization. Directs the IT program, to include computer support, systems development, networking, and R&D of solutions and technologies. Oversees application design and computer security. Prepares federal government documents, such as a five-year IT strategic plan, systems development lifecycle methodology, Internet/e-mail access and acceptable use policies, and budget justification documents, including OMB Exhibit 53 and 300s. Administers an IT budget of $13M+.

Managed all computer support, application development, and network engineering activities. Identified and requisitioned materials. Installed, migrated, supported, and managed LANs and WANs. Oversaw PC hardware/software support. Conducted JAD sessions for Oracle development. Supervised system development efforts for an enterprise system. Directed the organization’s Y2K project and held responsibility for all required federal government reporting.

Developed business opportunities and provided technical sales support to other project managers. Led Oracle application development and support projects, installed LANs and WANs, supervised network engineers, and oversaw central customer support helpdesks and ongoing contractual activities at multiple customer sites. Led a support organization of 60+ consultants and contractors.

Served as a Systems Administrator, Programmer/Analyst, Staff Analyst (for IT VP), and Installations Instructor.
