About Tom Mcculloch
I am the former Senior Archaeologist and Assistant Director in the Office of Federal Agency Programs at the ACHP.As the Senior Archaeologist I worked to ensure that archaeology carried out pursuant to Section 106 of the NHPA (encompassing over 98% of all archaeological work in the US) was efficient, effective, and inclusive. I was the staff liaison with the ACHP’s Archaeology Task Force and Subcommittee, which revised the ACHP’s human remains policy, produced an archaeology and heritage tourism policy statement, and developed interactive archaeology guidance on the ACHP’s website. As a former Assistant Director within the ACHP's Office of Federal Agency Programs, I oversaw the activities of the Federal Property Management Section. My staff of 10 and I worked with land and property–managing federal agencies and with states, Indian tribes, Native Hawai'ian organizations and other stakeholders on individual Section 106 reviews as well as program and policy development relating to federal property management and historic preservation.I taught the ACHP’s introductory and advanced Section 106 training courses and webinars on specific Section 106 topics (NHPA Section 304 and ARPA withholding of sensitive information, and what is a "reasonable and good faith effort" to identify historic properties). My preservation area of interest includes the western Pacific Islands in Polynesia, Micronesia, and Melanesia, and I have taught numerous training courses on Guam, Saipan, Yap, Palau, Pohnpei, and Hawai'i. In a previous life I did archaeological survey and excavation on prehistoric and historic sites in the eastern US, Mexico and England. My PhD dissertation looked at Mesolithic and Neolithic land-use and settlement in the Vale of Pewsey in central Wiltshire, between Avebury and Stonehenge. I'm also active in TIGHAR, hot on the trail of Amelia Earhart in the south pacific.
