I am currently available for any legal advice on wireless world licensing or patent licensing or technology transactions or patent portfolio creation. While at the single dominant GSM patent holder when GSM was becoming the world standard (1990 to 1996), I negotiated and implemented the milestone handset/device license agreements that defined exactly what FRAND was in actual monetary consideration and Terms and Conditions with the scrutiny of the competition regulators all the while. Prior to this time, fair, reasonable and without discrimination was simply a placeholder undertaking. I established the template followed by other companies to create patent portfolio. Knowledge of regulatory and anti-trust consideration for establishment of FRAND transactions in Europe, Asia, and US from actual patent licenses executed over a 20 year period. .Presently admitted to practice law in Texas and Illinois. I speak English, Spanish fluently and Russian intermediate leve.

My initial work after joining RIM/Blackberry in 2001 was to be the head of patent licensing. After a time I became responsible for patent litigation as well as patent acquisitions and transactions. When I separated from RIM/Blackberry I was responsible for all patent operations, including patent prosecution for RIM/Blackberry. I became resident in Irving, Texas with RIM/Blackberry in October of 2003 when I opened the RIM office in Irving, Texas. I am currently admitted to practice law in the states of Illinois and Texas as of 2014.

From 1990 to 1998 I was responsible for negotiating major patent license agreements for Motorolas handset business. This was the business later spun off as Motorola Mobility after the company was split. I was also responsible for the development of the mobile business patent portfolio from 1990 until departing from Motorola in 2000. During this time period the mobile industry practical implementation and formulation of FRAND licensing and portfolio licensing was created as part of the industry leading license agreements that I undertook in the 1990s. During the time period from 1989 to leaving Motorola cellular, I was also responsible for the ground-up creation of a patent portfolio for what later would become Motorola Cellular and its successor Motorola Mobility. This encompassed capturing Motorola cellular leading edge mobile technology in this time period.

I was a radio development engineer at Motorola before becoming a lawyer under a program sponsored by Motorola.
