Developed contract strategies, terms and conditions, oversaw procurement and contract management of a billion dollar DB delivery that kick-started the statewide bridge replacement and repair program's implementation.Conducted training to ODOT and their design and CM staff on design-build oversight and contract enforcement.

Responsible for final design and construction planning of the SFO AirTrain, a elevated people mover that contained 6 stations, approximately 3.5 miles of guideway and a loop around an existing garage that faced the domestic terminal. Deep drilled and driven shafts were used to support the APM structure that included a double deck structure bringing BART inside the Airport. Challenging aspects included the construction in the domestic terminal garage along with working off airport operation hours on the main access road.

As the manager of the Northridge Earthquake Recovery, responsibility was to supervise a group of senior architects and structural engineers for FEMA to independently assess damage and eligibility for repair or replace damaged public structures caused by the earthquake.

Responsible for the final design of the San Diego River Outfall tunnel project. A 10 mile tunnel that would collect discharges from a series of water reclamation plants combines with the Point Loma Treatment Plant flows and connect to the existing outfall 1 1/2 miles offshore through an eight foot diameter riser from tunnel depth to seabed. The offshore element from Point Loma Plant would replace the existing seabed pipeline outfall that had reached its design life. Work included significant onshore and offshore geotechnical investigations and a pressure regulation facility. It was performed under a firm price contract with payment based on deliverables.
