We are building new multidisciplinary, intellectual frameworks and practical tools for navigating major societal transformations, through capability building, policy development and safe, sustainable and responsible approaches to new systems. About my research: I am developing new systemic understandings of the role of purposeful building rating systems (BRSs) and ESG benchmarking platforms as cybernetic systems and agents/platforms of socio-technical transformation. I am exploring the role of these transition intermediary organisations in shaping, steering and scaling transitions of niche technology and particular visions of future built environments through evolving social, economic, ecological and technical systems. I am bringing to these exploratory research frameworks from cybernetics, microeconomics and multi-level perspectives (MLP, from transitions studies). This distinguishes my work from the literature focussing primarily on the content of building rating assessment tools and metrics. It also contributes to bridging the cybernetics and transitions disciplines in ways that lead to practical applications in management of transformation processes at different scales. By developing new ways of seeing rating systems/ESG benchmarking platforms, we can improve the long-term viability, efficiency, effectiveness and equity of this nexus of systemic levers for managing complex societal transformations. The Strategy and Reform Group - in DTF's Economic Division - provides rigorous analysis and policy advice on Victoria's economic strategy, whole of Victorian government risk, education and justice, transport and industry transition. The group also focuses on the regulation and delivery of the National Disability Insurance Scheme. A key part of my role was to be a thought-leading and trusted advisor foresighting technological developments and analysing the megatrends and socio-technical transitions for the state. Key areas of focus were: (1) the waste/recycling crisis and transition, and (2) the disruptive and cross-systemic implications of the proliferation of autonomous, electric and zero emissions vehicles (AVs, EVs, ZEVs) for Victoria.

The Commissioner for Better Regulation provides independent advice to the Government on improving Victoria’s regulatory performance. The Commissioner reports to the Treasurer and is supported by a secretariat called the Office of the Commissioner for Better Regulation (OCBR), which provides practical advice and support to government agencies.As Senior Economist, I: 1) delivered independent expert advice on regulation and policy design 2) built capability across government in policy development and impact analysis (problem diagnosis, cost-benefit analysis, options analysis, regulatory design processes)3) assessed the quality of proposals to introduce and amend legislation and other regulatory instruments (regulatory impact statements, legislative impact assessments, policy impact assessments).
