My consulting firm, Clark Consulting, seeks to impact digital learning though its research, evaluation and planning services and visionary publications. Clark Consulting's goal is to help learning organizations improve, demonstrate their value, and expand the learning opportunities they offer. Services include: needs assessment; developmental, formative, and summative evaluation; performance and evaluation reporting; policy analysis, case study, and white paper development; and program planning consultation.

Over 20 years of full-time experience providing evaluation, research, planning and related consulting services to state and federal agencies, school districts, universities, non-profits, and businesses. Selected projects include: • Evaluator of design-based research project, a collaboration of Chicago Children's Museum, Loyola and Northewestern (2015-date)• Team member on statewide evaluations of federal grants, including EETT, Advanced Placement Initiative, and Math & Science Partnerships (2006-2015).• Evaluator for the Online Medical Education Degree (OnMED) project, University of Florida, funded through the U. S. Department of Education FIPSE program (2010-2012).• Evaluator for multimedia Oral History indexing project, Illinois State Museum, funded by the federal Institute for Museum and Library Services (2008-2010).• Evaluation contractor, team-based evaluations of state virtual school programs in Illinois, Missouri, Georgia, and Mississippi, and Chicago Public Schools (2002-2009). • Lead evaluator for five-year, $9.1 million online professional development & K-12 online learning project funded by U. S. Department of Education (2000-2006).• Evaluator, Techknowledgy Project, funded by Ameritech Foundation (1999-2000).• Evaluation team member, U. S. Dept. of Labor online and blended initiative to increase high school graduation rates of Job Corps school leavers, 2002-2004.

Publications and presentations include three professional books, fourteen scholarly monographs, articles, and chapters, three refereed articles, twenty-five professional conference presentations, and over fifteen program evaluation and contractor reports, most with a focus on digital learning --the use of digital technologies in elementary, secondary, and postsecondary education. . • Author of white papers, case studies and policy briefs/reports for Michigan Virtual University (2013-date), Microsoft in Education (2014), EvalSolutions and Illinois State Board of Education (2014, 2012), North Central Regional Educational Laboratory (2005), WestEd (2001), Center for the Application of Information Technologies (2000), and other organizations.• Co-editor of a newly released book on online, blended, and distance education in schools, with examples of successful programs around the world (Stylus, February 2015). • Co-editor of an early book on trends in virtual schooling (Teachers College Press, 2005). • Co-author of one of the first American textbooks on distance education (Jossey-Bass, 1991)

Extensive experience in providing planning and grantwriting.consultation to organizations, • Provided planning consultation to clients developing or implementing online, blended and distance education programs, including a private K-12 education provider (2012), U. S. Department of Education (2012), U. S. Department of Labor, (2002-2004), a state university (1999), two private universities (1995-1996), and a workforce education provider (1993-1998). • Provided grant writing assistance to an educational consortium subsequently awarded a $9.1 million federal grant (1999), and subsequently to other clients including private and public universities, state virtual schools, and a state museum.
