This is a commercial operation with a turnover of around £3m which covenants its profits to Greenham Common Trust.

West Berkshire Mencap is a large local charity which provides a wide range of services to those with a learning disability in West Berkshire. I was the Trustee responsible for Link Up which is West Berkshire Mencaps Adult Employment and Training Scheme for people with a learning disability. I was heavily involved in the procurement and project management ( as a volunteer) of a brand new building (worth £2m) which led to a doubling of the available service. West Berkshire Mencap share the lease with another local charity and are able to lease desk space to burgeoning local charities.I was involved in long and complex negotiations between West Berkshire Council and West Berkshire Mencap which led to a ground breaking form of open book partnership contract which gives the Council a say in how the service is delivered and a ceiling on the funding it needs to provide whilst offering West Berkshire Mencap the stability of long term core funding. I was also involved in negotiating a set up grant for the new Link Up service.

I was elected onto Newbury District Council in 1992 and was re-elected on three further occasions before standing down in 2003. In my job as Councillor I was able to develop and apply a whole range of skills including chairing meetings, public speaking, presentations and negotiating skills. I also learnt to deal with a wide range of people from constituents who found themselves homeless to Government Ministers. I was also elected to various posts within the Council including Deputy Leader, Chair of the Ruling Group and Cabinet Member for Public Protection and Waste. In these roles I acquired and developed a range of other skills including partnership working, policy making, strategic decision making and budgeting.

Greenham Common Trust was established as a Charity by Sir Peter Michael, West Berkshire Council and other prominent local people in 1997. It acquired the former airbase at Greenham Common and the majority of the open space was returned to West Berkshire Council for restoration as heathland with public access. The remaining area of the airbase is run as a Business Park with the profits being distributed to local good causes.

For the first five years of its existence I was the Chairman of the Trusts Distribution Committee which was responsible for setting up the policies and processes by which the grant aid would be distributed to local good causes. This involved analysing local needs and ensuring that the priorities for the grants given met those needs. This is an innovative trust which has many advantages including a light touch approach to monitoring and the ability to be flexible and proactive about its grant giving activities

During this period I was a member of the Partnership Board which was responsible for drawing up and implementing a successful Heritage Lottery Fund application for restoration of the Kennet and Avon Canal. The Scheme was for £29.25m worth of works of which £25m was funded by the Heritage Lottery Fund with the remainder being provided by the other partners including the Canal Trust, local businesses and local authorities.

From 1999 to 2002 I was the Chairman of Greenham Committee which was responsible for drafting and overseeing the Greenham and Crookham Common Act as it was steered through parliament. I was also responsible for all negotiations with interested parties who wished to see amendments to the Act. I also attended and gave evidence to the committee in the Lords and attended parliamentary debates in the commons. I was also successfully lobbied the local members of Parliament to support the bill.
