President & CeoState Policy Network Aug 1999 - PresentArlington, Virginia, UsState Policy Network is the incubator, accelerator, and connector of the state-based think tanks across the country. SPN's 150+ affiliates and associates also see us as the defender of the network—defending their rights to free speech and association. Ms. Sharp has been an active leader in this state and local public policy movement since 1988, serving on the SPN board of directors since 1992 and chosen to serve as president in 1999.Under Tracie’s leadership, State Policy Network has grown from 36 think tanks in 34 states with combined revenues of about $15 million. Today SPN serves over 150 think tank members, including 64 state-focused think tanks in all 50 states, with 1200+ staff and combined revenues estimated at over $180 million. SPN’s own revenues have grown from just under $200,000 in 1999 to over $21 million in 2022.We believe the benefits of a free society, diverse viewpoints, and subsidiarity serve all Americans. These are among the guiding principles of SPN affiliates as they promote relevant and locally responsive public policy in the public consciousness. This, in turn, reduces barriers to personal agency, choice, and opportunity, empowering more decisions regarding how we live to be made closer to home.SPN’s role is a bridge to catalyze a decentralized, open-source revolution across civic institutions in the states. SPN utilizes our niches within the free-market movement: our concentrated dedication to recruiting, nurturing, and raising up Level 5 leaders and peer networks; our aptitude to encourage powerful win-win collaborations, our maturing template for organizational growth, and our unique skill to strategically serve and mobilize fiercely independent entities. This is a customized social movement based in the states, not Washington, DC, and not from a centrally-controlled hub. To that end, SPN cultivates and assists independent, state-focused groups dedicated to the federalist system, community self-governance, and personal freedom. -
Former TrusteeWith Foundation 2006 - PresentSan Mateo, California, UsThe mission of WITH Foundation is to promote the establishment of comprehensive healthcare for adults with developmental disabilities that are designed to address their unique and fundamental needs.History: Established in 2002, WITH Foundation (formerly known as Special Hope Foundation) is a private foundation. The Foundation’s initial grantmaking benefited the disability community. In 2011, the Foundation began to focus its support on organizations and projects that promote the establishment of comprehensive and accessible health care for adults with intellectual and developmental disabilities. Currently, the Foundation gives out around $750,000 each year and has provided (in total) more than $6.5 million in funding support.Vision: We believe that every human being has the right to be treated with dignity. Our current healthcare system provides inadequate consideration for the needs of adults with developmental disabilities, and to neglect this population is in sharp contrast to accepted medical and ethical standards. However, we are confident that this injustice is both definable and surmountable with the result that every adult with a developmental disability will have access to appropriate healthcare options. -

The trustees set policies relating to grant making, strategic focus, spending, prudent investment, management, governance and high professional standards. The Roe Foundation trustees bring a vast range of knowledge and experience to the task of governing the foundation and carefully choosing grants that advance the founder’s vision. Their focus concerns supporting and investing in the highest value public policy educational endeavors in the states.Mr. Roe recognized the flywheel potential of strong leadership, peer networking, peer mentoring, skills training, sharing best practices, and a high degree of independence for each think tank to achieve reforms in their respective states that empower individuals to flourish.
