  Program SummaryThe Health Benefit Exchange Program (HBEX) is a program which supports the statewide implementation of the Affordable Care Act. RHA will administer two programs to promote healthcare offered by the Exchange. Under the contract, RHA will implement the Assisters Program, which will build and train a statewide grassroots network of organizations to provide information and application assistance to the uninsured public. In addition, RHA will design and manage the Education and Outreach Grant Program to provide funding to organizations to increase the awareness of the health plans and benefits offered by the Exchange.Under the direct supervision of the Enrollment Assistance Supervisor, the Enrollment Assistance Coordinator will be responsible for regional level recruitment of eligible entities, such as hospitals, clinics and other Community Based Organizations that reach the desired Covered California Program target markets and ongoing monitoring of Enrollment Entity activity. The Enrollment Program Specialist will need to identify, meet with, and assist entities that can reach the target market, in the registration process to become a Certified Enrollment Entity (CEE). Progress toward the regional goals (based on ethnicity, language, and employment sector and income characteristics) will be monitored and reported regularly by the Enrollment Assistance Program Specialist to the Enrollment Program Supervisor for the region.
