IT Infrastructure Lead / GIS Administrator (January 2015 - Present):Mr. Bugg currently serves as IT Infrastructure Lead / GIS Administrator for geoAMPS. In this role, Mr. Bugg designed, built and maintains a new cloud-based infrastructure environment totaling nearly 40 servers, including domain controllers, web application servers, SQL and Oracle database servers, as well as several servers to support FTP, Microsoft SharePoint and Team Foundation Services. The new infrastructure separates out development, quality assurance (QA), user acceptance testing (UAT) and production clustered environments and incorporates load balancing, failover clustering and SQL Server AlwaysOn High Availability Groups with listeners for production databases. Mr. Bugg also oversees nearly 40 Terabytes of operational and client production data. In addition, Mr. Bugg manages all aspects of GIS including building and maintaining ArcGIS geodatabases, publishing REST services and ESRI licensing.Lead GIS Developer (April 2014 to January 2015):As Lead GIS Developer, Mr. Bugg supported development of customized and configurable software-based data management solutions for land rights and infrastructure asset needs. He was responsible for the design and integration of customer's spatial and attribute data with geoAMPS applications for cloud hosted and onsite enterprise installations serving desktop, mobile and off-line detached environments. Data acquisition, analyses, conversions and integrations were accomplished through extensive use of industry standard tools including ESRI ArcGIS suite of spatial analysis and mapping software, Safe Software FME spatial ETL, Microsoft SQL Server, Microsoft SQL Server Migration Assistant and Microsoft Visual Studio. Additional responsibilities include: application builds, releases and deployments; ArcGIS for Server/SDE administration; ESRI licensing, maintenance, and upgrades; geospatial analysis; Oracle dump file imports and migration to SQL Server.

Mr. Bugg served as GIS Analyst and Web Applications Developer for the DOE PORTS Fluor-B&W D&D contract. In this role, he was responsible for designing and implementing a web-based GIS viewer to display analytical and geospatial data and to integrate with the Sample Data Management Group’s environmental data viewer; and assists in the redesign of the site’s geodatabase. Additional responsibilities include providing spatial analyses and mapping services. Major accomplishments include: design/development/deployment of a Silverlight® web-based GIS , modeling past and present groundwater potentiometric surfaces for presenting groundwater flow pre- and post-interim remedial measures activities to Ohio Environmental Protection Agency; and developing a cut-fill surface model for the DOE PORTS site using pre-construction topographic map and current surface digital elevation model.

As Applications Specialist, Mr. Bugg provided IT support for the Facilities Support Services (FSS) contract at DOE PORTS. In this role, he was responsible for all aspects of application development including the design, implementation, and maintenance of each application he developed as well as all associated critical documentation including requirements analyses and design specifications. In addition, Mr. Bugg was appointed by WEMS executive management as the Configuration Manager for the IT Change Control Board to be responsible for implementing the Change Management program within the IT Department for ensuring business continuity. He also served as Deputy Administrator for DOE’s corporate asset management database Facilities Information Management System (FIMS). Major accomplishments included: developing a corporate web application to track, measure and graphically trend the success of executing the FSS contract against departmental key performance indicators and other metrics; and serving as the corporate IT Change Control Manager.

As Scientist IV, he served multiple roles for DOE’s Infrastructure contractor Theta Pro2Serve Management Company (TPMC) including Application Specialist for TPMC’s IT Department. In this role he built and maintained a configuration management website that documented the site’s network, hardware and software configuration for IT resources. He also served as information manager and geospatial data analyst whereby he developed and maintained a D&D Information Portal website and a site-specific and regional GIS that provide dynamic information to its users to facilitate D&D planning and overall site decision making. Mr. Bugg also served as the DOE PORTS site administrator for DOE’s corporate asset management FIMS database, working closely with the DOE’s Environmental Management Consolidated Business Center (EMCBC) field office and the Office of Engineering Construction Management (OECM) at DOE Headquarters. Major accomplishments included: creating the ConMan configuration management website; creating an automated seating chart system; rebuilding the D&D Information Portal website from a static HTML-based website to a dynamic ASP.NET data-driven web application; and attaining a Green/Green scorecard for the FIMS site validation after having taken the FIMS Administrator position only a few months prior.

As Senior Scientist II, Mr. Bugg provided project support for D&D planning at DOE PORTS. During this post, Mr. Bugg served as a Website Application Specialist beginning the design and implementation of a D&D Information Portal website that included a searchable and retrievable document management system and a site and regional web-based GIS.

As Environmental Science Manager, Mr. Bugg provided project management and technical support for multiple government and commercial customers. His role at SAIC included serving as the Deputy Program Manager for the DOE PORTS Program, served as interim Public Affairs for the Bechtel Jacobs Company at DOE PORTS and as the Environmental Manager for a 55-gallon steel drum manufacturer. Mr. Bugg was responsible for overseeing the development and integration of the DOE PORTS GIS, and managed and wrote the End-State Vision (formerly Risk Based End State), Land Use Plan, and the Identification and Screening of Candidate Sites for a Potential On-Site Waste Disposal Facility documents for DOE PORTS. He has also written, and managed the completion of the Franklin Steel Company RCRA Facility Investigation and Corrective Measures Study documents, and an Interim Remedial Measures Plan and Engineering Evaluation/Cost Analysis for the NASA Glenn Research Center. Major accomplishments included: serving as Deputy Program Manager for the PORTS Program; overseeing the initial development and integration of the DOE PORTS GIS; and serving as the Project Manager for the Franklin Steel Company RCRA Facility Investigation and Corrective Measures Study projects.

During his post as Environmental Manager, Mr. Bugg was responsible for ensuring regulatory compliance for a drum reconditioning plant, new drum manufacturing plant, transportation subsidiary, paint manufacturing facility, and a warehouse and transfer station in Detroit, Michigan. His responsibilities included departmental cost projections and capital project recommendations, vendor selection, waste reduction and cost savings plans, information management systems, management of more than 15 hazardous and non-hazardous waste streams, overseeing a wastewater pretreatment facility, conducting frequent comprehensive site inspections and customer environmental audits, emergency spill response coordination, permitting, reporting, training, and sampling. Major accomplishments included: reducing annual operational costs by $510,000 by implementing pollution prevention/waste minimization practices; reducing industrial process wastewater volume discharge to the POTW by 67 percent; training over 150 employees in RCRA, DOT, SPCC, and BMP; and serving as the 3M Total Quality Management Facilitator and Trainer.

As Environmental Data Manager/Hydrogeologist, Mr. Bugg provided project management and support for several tasks for DOE PORTS including database management, 3-D groundwater modeling and geospatial visualization using Silicon Graphics® workstations with EarthVision® software, and waste characterization activities. Commercial industrial experience included project management, field and sampling management, development of site-specific work plans and sampling and analysis plans, health and safety oversight, hydrogeologic investigations, data interpretation, and database management of hydrogeologic and analytical data. Major accomplishments included: serving as the Project Manager for the Franklin Steel Company RCRA Facility Investigation; and serving as the Team Leader and Health & Safety Officer for the DOE PORTS Phase I and II Drummed Waste Survey.

As Scientist II/Hydrogeologist, Mr. Bugg was the Sampling Manager for the DOE PORTS Phase I RFI managing all field sampling activities, coordinating laboratory logistics, and trained over 20 field personnel of strict QA/QC sampling protocols. He wrote sections of RFI Sampling and Work Plans, and Draft Final RFI report. Field experience included drilling and well installations, surface and subsurface soil sampling, and ground water sampling.
