Kendall Planning provides comprehensive review of all planning associated issues. Including, site analysis, historic preservation considerations, resiliency and sustainability, master/site planning, transit planning, urban design, and planning solutions for problems associated with site plan development or rezoning. Our team identifies and develops sites for adaptive reuse and new construction in the South Florida Region. Our team includes architects, planners, and general contractors.

Responsible for the overall management, operation, planning, organizing, and budgeting of the Planning and Zoning Department. As Director I research, evaluate, and make recommendations regarding department programs that will enhance overall effectiveness. Development and implement initiatives, policies, and programs to strengthen community partnerships, public awareness and support for department programs and policies. Maintain high-quality public relations through courteous and prompt attention to questions, conflicts and complaints regarding department actions, policies, or procedures. I believe it is important to establish and maintain cooperative working relationships with diverse constituency groups such as neighborhood associations, professional trade organizations, religious organizations, local businesses, inter-governmental agencies, news-media, elected officials, department directors and employees. I hold a Master Degree in Urban and Regional Planning. I have received the ICMA Professional Certificate in local government management level two. My professional experience includes department and division management, personnel supervision, budget preparation, ordinance and resolution writing, comprehensive planning, FEMA Community Rating System annual certification, coastal emergency management, cost/fee study analysis, special project management, code compliance and enforcement, the preparation of grant requests, coordination with multiple municipalities for major transportation enhancement projects, public speaking, and contract administration. Represented my employer before various state and county boards, municipalities and civic organizations. My experience with ordinance writing includes major code revisions and district re-zonings.

Responsible for the overall management, operation, planning, organizing, and budgeting of the Planning and Zoning Department. Plans, develops, organizes, coordinates and directs the efficient and safe operation of the Planning & Zoning Department. Co-authored the “Palmetto Bay Downtown Urban Village”, a form based code/plan which rezoned 208 acres with the intent of creating a new downtown main street with high density mixed use, utilizing complete street design incorporating side walk activation and green designs, which received the 2016 Florida Planning and Zoning association 2016 outstanding plan/study award (and was presented at the September 2016, Florida American Planning Association Conference as a seminar topic. Interprets federal, state and local regulatory policies and laws and develops specific operating procedures which comply with all requirements. Prepare staff reports for Public Hearings (background, analysis, ordinances and resolutions drafts, etc.) in an effective and timely manner. Interpret and implements the Village’s Comprehensive Plan, Land Development Code and any other applicable land use regulations and updates the document as required and as necessary. Formulate recommendations for amendments to the Comprehensive Plan and the Land Development Code for submittal to the Village Manager, function as the staff liaison for the CIE, and CIP, plans for the Village. Serve as principal staff for planning and zoning matters before the Village Council. Work collaboratively and interact with other agencies, boards, authorities, commissions, and civic groups. Delegate functional activities to subordinates, develop departmental operations and procedures.

Lead departmental programs concerning matters related to the land development and zoning code, including but not limited to the review and processing of, large scale development site plans, plats, variances, zoning changes, code amendments, community outreach programs, development proposals, coordinate select and oversee consulting firms that are needed during the implementation phases of development reviews. Manage the Historic Preservation Program, manage the Art in Public Places Program, oversee the certificate of use and business tax programs. Prepare staff reports, agendas and supporting documentation for all meeting items relating to the department, inclusive of Zoning Board meetings, Village Council meetings, and advisory meetings. Prepare public notices and advertising to ensure publication of such in a timely manner, as required by law.
