Conduct risk-informed analysis and provide resourcing recommendations on employment of Special Operations Forces providing top executives up through the Secretary of Defense to influence the outcome of strategic objectives. Executive Officer at Undersea Warfighting Development Center (UWDC) Tactical Analysis Group (TAG).Managed the day-to-day operations of organization with over 100 active duty servicemembers, government civilians, and contractors. Set and managed the priorities for 5 departments responsible for developing the doctrine and tactics for the submarine force. This included development and analysis of tactical development exercises, employment and optimization of onboard equipment, future capability development, operations research, and real-world post-mission analysis.Developed technical requirements, reviewed submissions, conducted performance monitoring and oversight, and served as the Contracting Officer Representative for 4 contracts at all classification levels and including SBIRs totaling $83M resulting in publishing over 50 new or revised tactical publications.Served a Commander's Action Group director for 1-star Admiral. Provided tailored support to senior executive leader across a wide spectrum of requirements including strategic problems and shaping and managing engagements and messaging.Ranked #2 of 22 officers.

Produced daily operational plan for all counter-narcotics operations in the Eastern Pacific. Identified and implemented new tactics which resulted in over 400 traffickers arrested, 283 tons of cocaine worth 5.6 billion dollars seized or disrupted. This represented a 46% increase effectiveness year over year. Led cross-functional team of 12 intelligence, operations, IT, and foreign liaison personnel to develop policy and technical requirements which automated the integration partner nation data, commercial tracking, and national technical intelligence into a common operating picture greatly increasing domain awareness. This resulted in a manpower savings of approximately 4,700 man-hours annually, reduced errors, and annual records interdictions resulting in the dismantling of 2 large criminal trafficking networks and received a national level award by the White House.During Hurricane Irma, organized and led a team which maintained continuity of operations of over 15 ships and aircraft during a 1-month long evacuation. During this period, my efforts resulted in 15 interdiction events, 7 tons of cocaine seized, and 41 traffickers arrested.Provided operations briefs to Cabinet Secretaries, Congressional delegations, US ambassadors, White House officials, and 3/4-star General/Flag Officers.Ranked #1 of 18 officers

The Air Command and Staff College prepares field-grade officers to develop, employ, and command airpower in joint, multinational and interagency operations.Completed 33 semester hours of study to include International Security Studies, Warfare Studies, Leadership in Warfare, Airpower Studies, Regional and Cultural Studies, Joint Planning and Joint Air. Completed two electives, Full Range Leadership Development and "Everything Honorable and Glorious": The History and Theory of Seapower. Wrote two research papers, "Leadership on the Galloping Ghost of the China Coast" reviewing leadership lessons from Admiral Eugene Fluckey and "The Future of Submarine Programming" which drew parallels from the development of submarines to the development of Unmanned Underwater Vehicles and made recommendation to improve defining of requirements.GPA 3.74

Directly managed all aspects of nuclear propulsion plant supervision, operations, maintenance, administration, and operator training.Led a team of over 40 nuclear plant operators through 4 major maintenance availabilities to include 2 dry docking and 2 overseas austere maintenance periods. Coordinated all work between ship crew and 3 external maintenance repair facilities in first of its kind replacement of nuclear piping.Identified training needs and organized training interventions to improve the quality of all aspects of nuclear plant operations and maintenance, and organization-wide adherence to quality assurance and equipment safety standards. Developed and executed training plan for reestablishing proficiency for all operators due to extended maintenance availabilities from 5 to 13 months while reducing the number of personnel exceeding qualification timelines by 60%.Trained and led a team which received the highest possible grade on tactical readiness examination prior to deployment resulting in the team being selected to maneuver the ship through the most challenging portion of a trans-Atlantic crossing, passing through multiple highly congested straits, and through the Suez Canal. These efforts ensured ship was at sea to conduct 2 overseas deployments to European, Central, African, and Indo-pacific theaters conducting missions in against nation-state and terrorist threats.Qualified for submarine command.

Developed and implement the safety and operational rules for hundreds of training events which saw over 900 exercise torpedoes shot with 100% safety record. Conducted scheduling for 300 submerged, surfaced, and air assets annually in a deep-water weapons range located off the coast of the Bahamas annually. Developed and implement the safety and operational rules for hundreds of training events. Trained and led a 10-person team of safety monitors to ensure safe operations and compliance in real-time. These efforts result in over 900 exercise torpedoes shot with 100% safety record to ensure all ships, submarines, and aircraft met training and certifications goals prior to overseas deployments.Collaborated and coordinated with 4 foreign navies and multiple scientific organizations to successfully achieve multiple goals during complex war scenarios, including military training, marine mammal protection and academic research.Wrote and delivered safety presentations to US and foreign ambassadors, senior military executives, and range participants involved in complex exercises which enabled the use of a broader set of weapons systems on the range.Managed a $20,000 budget for quality-of-life improvements for 400 residents of AUTEC facility to provide new or upgraded fitness equipment, recreational gear, and morale improvement events.Ranked #1 of all Lieutenants at the Naval Sea Systems Command's (NAVSEA) AUTEC.

Served as the Quality Assurance Officer, Assistant Engineer, Chemical and Radiological Controls Officer, and Electrical Officer.Rebuilt a failing Quality Assurance program for a nuclear-powered fast attack submarine by implementing a robust training program, administrative processes for quality evidence documentation, and auditing and monitoring controls resulting in no significant deficiences found on an external program audit and ensure the ship remained available to all tasking.Wrote and implemented drill guides to ensuring reactor safety during all training evolutions.Only junior officer to led two nuclear divisions simultaneously. Led team which monitored and adjusted all nuclear water chemistry and provide oversight controls for all maintenance on radioactively contaminated systems. Additionally, managed the dosimetry and man-rem programs to reduce human exposure to radiation during 16-month shipyard overhaul.Development and implemented training and work packages to complete first-ever installation of a submarine valve regulated lead acid (SVLRA) battery on a Los Angeles class submarine ensuring the ship remained on schedule during shipyard overall and subsequent deployments.
