Exercise management and daily operational control over assigned critical and complex Information Technology programs and projects. Oversee assigned initiatives to ensure programs/projects meet customer requirements and are implemented within scope/schedule/budget. Recommend and develop business process changes in response to evolving circumstances, resources and objectives while ensuring deadlines and priorities are met. Identify and implement ways to increase the quality of work of the organization, eliminate organizational bottlenecks and take action to improve business processes. Assign, schedule and monitor the work activities and performance of virtually dispersed Project Management staff within the PMO.

Provided administrative program direction for all agency Information Technology staff supporting 38,000 globally dispersed customers with extensive mission areas. I set performance goals and objectives for all organizational business units (Accounting/Finance, Contracting, Engineering & Architecture, Operations & Production, Program Mgmt, Service Mgmt, Cyber Security, Information Assurance, Field Support, Human Resources) to ensure alignment with higher level Department of Defense, Army and USACE strategic plans.

Developed policies / processes and provided operational oversight to ensure no negative impacts occur with changes made within the enterprise IT infrastructure supporting 38,000 customers.Managed the agency Enterprise Change Advisory Board and ensured change management activities were completed in accordance with technical standards and information assurance guidelines. Advised the agency Senior Staff on the change request issues and decisions required in directing the resources of this program.
