Appointed to develop and manage Small Cell Wireless Communication Facility (SC-WCF) process, a comprehensive approach to streamlining applications for rapid deployment of small cells (4G and 5G) city-wide. Track and oversee vendors, including ATT, Crown Castle, Verizon, and Sprint. Monitor issuance of permits and invoicing. Train 5G engineering team on master structural permits (MSPs) and right-of-way permits. Ensure compliance with zoning regulations, city’s general plan, community plans, FAA requirements, and FCC requirements. Lead team of 3 DPM IIs and 4 student engineers.✔ Entrusted to lead projects within Development Services department, serving as core telecom reviewer for all small cell master plans.✔ Recognized as SME for 5G process, preparing and delivering presentations for public forums, including community planning groups, hearing officers, planning commission, city council, and mayor’s office.✔ Assumed leadership of fiber-related permits based on process success, unifying Small Cell and Fiber permits under current 5G section.✔ Architected and maintained electronic submittal system in response to COVID-19 pandemic, providing secure portal for staff to remotely process 2,000 applications since early 2020. Reduced backlog and realized 83% approval increase from 2019 to 2020.✔ Built bespoke project creation system in collaboration with Enterprise GIS department, streamlining project set-up significantly.
