We find ourselves in one of the most exciting times for Australia-India bilateral commerce and trade. India is emerging as the world’s fastest growing, trillion-dollar economy and is set to shortly become the third largest economy globally. In September 2021, Australia and India formally re-launched negotiations with the intention of concluding an Economic Cooperation and Trade Agreement (ECTA) to swiftly liberalise and deepen bilateral trade in goods and services, and to then use this foundation to resume negotiations on the more ambitious Comprehensive Economic Cooperation Agreement (CECA).ECTA was signed on 2 April 2022 and entered into force on 29 December 2022. Negotiations are now underway for the ambitious CECA, which will build upon ECTA outcomes to capitalise on the potential for closer economic ties between Australia and India.Across sectors including education, critical minerals, health, education, innovation, infrastructure, financial and professional services, India has emerged as the undeniable economic powerhouse of the 21st century. With India on track to top the globe in terms of economic growth in 2023, can Australian businesses afford not to engage with the country? Can India afford not to secure ongoing relationships with a steadfast Australia?

For many reasons our ties have grown. One of the most important is that we see in each other qualities that we prize and hope for in ourselves. We admire in each other the pioneering spirit that our forebears brought to the tasks of pushing back the frontiers and building nations." – Bill Clinton, 1996 speech to Australian Parliament.

Committee For Ballarat Workforce Participation & Skills Task Team 2005 - 2007
    Ballarat, Australia
Key Issues The Ballarat region has a relatively high unemployment rate when compared to other regional centres, a youth unemployment rate higher than the State and Federal average and approximately 6,000 people on some kind of disability support. These factors have the potential to negatively impact the local economy. Skills shortageThere are notable skills gaps within the local economy and there is no overall strategic plan for a skills development program to address current and future gaps. This has the potential to negatively impact the local economy and local industry will be disadvantaged unless a sustainable employment strategy is developed. Key ObjectivesTo understand the key issues relating to workforce participation and skills based on an environmental scan and audit of all relevant business, training, government and community activities. To develop and implement strategies (short, medium and long-term) that bring together disparate elements of the Ballarat community to address the key issues. Outcomes (reported December 2007)Completed:communication strategy, workforce project plan, advisory group terms of reference, environmental audit of workforce services and programs, review of existing data undertaken July to November 2006 (not formally documented), terms of reference for new advisory group. Confirmed:advisory group funding, administration and facilitation from City of Ballarat’s Economic Development Unit. To be sought by City of Ballarat on a project-by-project basis: project specific funding.
