Manages a fixed income debt portfolio of $27 billion. Oversight of $7 billion of pension fund assets, $1.2 billion of assets in a nuclear decommissioning trust and $500 million of assets within an asset retirement trust. Determines the best use of TVA’s financial resources including forecasting daily working capital needs and investing excess cash. Provides oversight of all Treasury functions including finance and investments, risk management, investor relations, executive compensation trust, treasury operations, corporate credit and retirement management.

Develop and support company’s long-term financial flexibility strategy. Provide recommendation on options to maintain adequate capital and liquidity going forward. Coordinate with TVA’s Government Relations office in developing a business case used for financial education and outreach to stakeholders including the Office of Management and Budget and the Congressional Budget Office. Identify business venture opportunities that further TVA’s strategic objectives. Develop and implement a roadmap to transition TVA to a best-in-class capital allocation organization. Identify opportunities and lead asset acquisitions and develop energy efficiency and alternative energy solutions.

Develop and support company short and long term Strategy. Provide a 10 year financial plan to support recommendations on reserve margin, generation mix, hydro production, Energy Efficiency measures, and load growth. Advise Executives on capital spending decisions greater than $8 million. Advise on fossil layup strategy, investment in new nuclear power and asset acquisitions. Initiated and developed key measures for business strategies, which were integrated into a corporate Vision, Integrated Resource Plan and Strategic Plan for approximately $11B Southeast electricity utility. Provide short and long term financial modeling to support decision recommendations. Present Strategy and financial outcomes to the TVA Board, and the Office of Management and Budget. Implementation of Power Plant and development of a capital prioritization and scoring model. Supervise the corporate and business development, green acquisition and development, as well as power asset acquisitions, divestitures and valuations.

Functioned as the Chief Investment Officer for a $7B Defined Benefit Retirement System. Repeatedly beat the System's benchmark and demonstrated remarkable leadership skills during the worst downturn in the market since the Great Depression. Implemented, in response to the economic downturn, benefit changes and encouraged the plan sponsor to donate its largest contribution ever of $1 billion in 2010, which improved the Plan’s funding status from 70% to 85%. Served on internal and external Boards including TVA's Nuclear Decommissioning Trust Board, Advisory Trust Boards of Abbott Capital Private Equity Funds, HarbourVest Partners and Hancock Timber.

Performed as the company's first CFO advisor, provided high level of support and reporting to CFO hired from Southern Company. Launched the first ever joint ownership arrangements with TVA's customers known as the Seven States Agreement. Provided effective recommendation on the overall facets of TVA's Financial Services operations supporting the controller and business services, financial planning and analysis, risk management, strategy, pricing and contracts, treasury and investor relations.
