As Deputy of the Log. Base Commander I was the first adviser in conducting the day by day business of the Base HQ, and subordinated military units. Log. Base is the equivalent of a Logistic Brigade having 5 subordinated units at the battalion level.As Deputy I was responsible for direct coordination and oversight of the following specific compartments within the Log. Base:1. Financial office2. Acquisitions and contracting Compartment 3. Mobilazion & Personnel Office4. Labor protection and security, metrology Compartment5. Medical and health services Compartment6. Public and International Relations Compartment. As part of my duties I was in charge with liasing with local and county officials and governmental and nongovernmental institutions and offices in the matters concerning the place in role of the Log. Base in local society. I was, as well, a member of the county's board for crises management.

• Ensuring permanent cooperation, and liaison with similar Western Institutions, especially from NATO and EU member states, and serve as primary contact for the national organizations and related international military education institutions• Responsible for developing a close cooperation with similar organizations from countries from the Great Middle East, Mediterranean and Black Sea Area.• Support and advise the command team on administrative and legal matters related to internal and international cooperation.• Monitor all cooperation activities, and take the necessary measures for contingency situations, while ensuring the necessary financial and human resources for all the international events and activities.• Participating in international conferences, workshops and working groups on defence and security issues.• Participating as associate professor in the teaching activities and scientific research, elaborate studies on security topics related to the actual military and geopolitical situation of Romania, and Black Sea region.

• Advising State Secretary and command team on issues related to international military cooperation, and international and regional organizations (UN, EU, OSCE), military policy and planning, security and security reform.• Providing direct support and advice on matters related to the implementation of Agreement between the United States of America and Romania regarding the activities of the United States forces located on the territory of Romania, and Agreement between the United States of America and Romania on the Deployment of the United States Ballistic Missile Defence System in Romania.• Assisting in planning, organizing, and executing bi-lateral meetings, workshops and briefings.• Liaising and cooperation with all the Ministries and Government Agencies, and responsible structures within the Romanian MOD on all related matters regarding the implementation of the above described agreements.

• Advising and assisting the Head of the Mission on all related military issues regarding the OSCE, and international Organizations in Vienna• Ensuring close cooperation with the Ministry of Foreign Affairs’s, Ministry of Defense’s decision making structures, and Romanian Embassy’s personnel on promoting the national interests and issuing national positions and policies regarding the work within OSCE’s structures and other international organizations based in Vienna. • Attending the meetings of OSCE structures, and other related working groups, and provide feedback, conclusions and proposals for formulating the national position on the related subject-matters.• Providing military assistance and advice to the members of the Permanent Mission on formulating the national interventions delivered in the forums’ sessions.• Liaising and cooperating with military advisers and representatives of the OSCE member states for drafting working documents and/or draft decisions for Permanent Council, Forum for Security Cooperation, Joint Consultative Group, Open Skies Commission, and their related working groups.• Liaising and cooperating with military advisers and representatives of the NATO and EU member states for formulating common positions on different related matters to the OSCE.

• Advising and counselling the State Secretary and departmental command team on issues related to international military cooperation and Romania – USA bilateral defence cooperation.• Overseeing the Centre’s activities on matters related to the implementation of Agreement between United States of America and Romania regarding the activities of the United States forces located on the territory of Romania.• Liaising and cooperating with all the Ministries and Government Agencies, and the responsible structures within the Romanian MOD for solving all the requests of the American partner.• Liaising and cooperating with EUCOM on matters related to the Steering Committee sessions, and related working groups for implementation of the Agreement..• Supervising and managing drafting of all the necessary documentation for the agreement and technical agreements in cooperation with the American experts, planning, organizing, and executing bi-lateral meetings, workshops and briefings, Steering Committees sessions. • Serving as the primary contact for all issues related to the stationing of the US troops, common training and exercises taking place on the national territory.

• Project officer for the Romanian participation within regional cooperation initiatives, and other international security organizations.• Military analyst for implementing the Romanian policy in relation with other countries taking part in following regional initiatives: SHIRBRIG; SEEBRIG, CENCOOP; BLACKSEEFOR; TISA; RO-HU Bat. • Being a member of the national delegations taking part in the organized activities. • From 12/2004 to 04/2006 appointed to the Department for Defence Policy and Planning/MOD as the Chief of the Secretariat and Military Adviser to the Romanian SHIRBRIG Presidency (2005) and Romanian CENCOOP Presidency (2006).

• Working together with all other brigade branches for issuing country-study documents and operational and strategic estimates and assessments for various countries, areas of interest monitored by SHIRBRIG.• Responsible for the Brigade Log SOP's, operational and contingency planning of the brigade; • Responsible for drafting the deployment/redeployment plans of the brigade in the case of a mission. • Project officer for different SHIRBRIG projects, as Multinational Headquarters Company, SHIRBRIG Deployment Matrix, SHIRBRIG Enabling Units, etc.• From 09/2003 to 11/2003 deployed to Liberia as MOVCON Officer, and acting G4 in the Interim Headquarters of the UNMIL, ensuring the transition of the mission from the ECOWAS to the UN.

• Managing the logistic support of the battalion, the short term and long term planning • Responsible for the logistics concept and policy and SOPs within the Battalion HQ. • Acting as supervisor for the personnel working in the following fields: supply, ammunition and armament, Log engineering, fuel, communication, vehicles and technical support. • Responsible for supplying, re-supplying and stocks.• Acting as commander's primary advisor for reforming the Battalion as a high readiness tactical unit. • From 12/1998 to 06/2001 appointed as Log. staff officer non-permanent member within South Eastern Europe Brigade (SEEBRIG) HQ, located in Plovdiv, Bulgaria. Acting as a member of the National Planning Cell for SEEBRIG Operations, Staff trainings, and field exercises.

• Acting as the primary adviser and deputy of the battalion commander, responsible for planning, organizing and conducting the tactical technical support.• In charge for mobilizing the unit according to the war org. chart , responsible for planning and contingency planning for all related areas for both peace and war situations.• Manage the maintenance, repair and recovery of all combat and non-combat vehicles within the unit, supervision of supplying and re-supplying of unit’s stocks. Panning and executing the MOVCON and military traffic control in the unit garrison’s area.• Responsible for planning and conducting command post and field exercises from the technical support point of view.• Appointed as Log staff officer non-permanent member within South Eastern Europe Brigade (SEEBRIG) HQ, located in Plovdiv, Bulgaria, and acting as a member of the National Planning Cell for SEEBRIG Operations, Staff trainings, and field exercises.

• Responsible for planning, organizing and conducting the transportation activities within the unit. • In charge of organizing the car pool and for taking all necessary safety precautions, • Conducting the maintenance activities for all vehicles, organizing and executing MOVCON and the military traffic control within the unit area of responsibility. • Contingency planning in case of emergencies, catastrophes and natural disasters.
