The Presidential Management Fellowship (PMF) program is a competitive rotational program. Performed program oversight of the State Health Insurance Assistance Program (SHIP). CMS, Center for Beneficiary Choices, Office of the Director, Baltimore, MD (January 2002 – August 2002). Participated in the policy implementation task force for the President’s Medicare-Endorsed Prescription Drug Card Assistance Program, including analyzing proposed regulation public comments and writing portions of a final regulation to implement the program. Executive Office of the President, Office of Management and Budget, Human Resource Programs, Health Division, Health Financing Branch, Washington, DC (September 2002 – December 2002). Reviewed Medicaid waiver requests and assisted with development of the FY2004 President’s budget. CMS, Office of Research, Development, and Information, Demonstration Programs Staff, Baltimore, MD (December 2002 – March 2003). Developed concept papers and workplans for demonstrations testing Medicare reimbursement for disease management activities utilizing e-health technology. CMS, Division of Medicare Financial Management, Program Integrity Branch, Dallas, TX (March 2003 – May 2003). Conducted data analysis and developed a workplan for resolution, in coordination with law enforcement agencies, of a durable medical equipment fraud scheme in Houston, TX. CMS, Health Plan Policy Group, Division of Program Policy, Baltimore, MD (May 2003 – July 2003).Analyzed policies related to the drug benefit provisions of Medicare reform legislative proposals and wrote provisions of the regulations implementing the Medicare Prescription Drug Discount Card and Transitional Assistance Program relevant to Medicare Advantage organizations.
