Director, Naval Information Warfare Systems Command (NAVWAR) Programs- Supervises all contracts awarded by NAVWAR including the $50M PMW 146 Naval Communications Satellite Program Office systems engineering contract which is responsible for the Mobile User Objective System (MUOS) and the operations and maintenance support efforts for current and legacy UHF narrowband systems. Essentially, responsible for the program management oversight of the systems engineering and technical assistance and any other support contracts at NAVWAR. Provides expert management of cost, schedule and performance requirements. In addition, supports all National Security Services (NSS) business development efforts for opportunities at NAVWAR and other major DoD agencies..

Vic Blanco retired as a Navy Supply Corps commander and served on three sea tours during his 22-year naval career. He holds a B.S. in computer science from the University of South Florida and a M.S in Acquisition and Contracts Management from the Naval Postgraduate School. He has earned professional certifications as a Certified Professional Contracts Manager (CPCM) and a Project Management Professional (PMP). While on active duty, Vic also achieved DAWIA Level III in contracting and Level II in program management.Vic brings a broad level of operational and program management experience. As Director of Contracts, he manages multiple prime contracts and subcontracts that provide a diverse and wide array of services to DoD and Federal agencies. He is skilled in all aspects of the Government bid and proposal process, including pricing and technical proposal writing. In addition, Vic is responsible for FAR and Government compliance.

-Supervises an organization of 90 contract specialists, engineers and quality assurance representatives.-Provides contract management oversight for over 10,000 government contracts with 476 DoD contractors valued at $18 billion to ensure compliance with Federal Acquisition Regulation (FAR) Part 42.-Deployed twice to Afghanistan and Kuwait in support of the Global War on Terror with an unlimited warrant, to provide expert contingency contract management for base life support and logistics contracts valued at $800 million.

Served 22 years as a Navy Supply Corps Officer performing a wide variety of logistics, financial, program management, and contracting responsibilities and duties. Intimately knowledgeable in supply chain management, DoD acquisition, and contracts management.

Worked as requirements officer and assistant deputy program manager for various Navy logistics information systems including Theater Medical Information Program (TMIP), Navy ERP, and Naval Tactical Combat Support Systems (NTCSS).
