Fiscal Administrative Officer (F.A.O.)State Of Connecticut Dec 2012 - Dec 2019Dept. Of Administrative Services Procurement Division, Hartford, ConnecticutLead of the State of CT Department of Administrative Services Surplus Program. Any items surplus to State agency needs are processed through the Surplus Program to be re-purposed in one way or another, from reallocation to other state agencies, sale (for a nominal fee) to municipalities, sale to the public in an online auction setting, to donation to registered non-profits. The items consist of anything from office supplies to vehicles. This program saves the State hundreds of thousands of dollars through the reallocation process. During my time, I shifted the program from live, in-person auctions to a global online auction process. The shift involved constant. clear communication, training at every level, learning and teaching new systems, piloting the program in a few agencies to work out the bugs, and then rolling in the remaining agencies as we moved ahead. It also involved weekly meetings with the contract vendors, and when there were challenges, as huge new programs have, even more frequent and regular communication. It is now a well-oiled machine and a very successful program and I am proud my role in building it. In addition, within this role I created and conducted trainings in both group and one on one settings, worked with contractor vendors to ensure proper all aspects of the contract were being adhered to, worked with the Office of the State Comptroller to update and revise the Property Control Manual, created and maintained all informational and instructional pages of the CT.gov website for all aspects of the State Surplus Program, and participated in and led many special projects within both the Procurement Division and the agency of the Department of Administrative Services.
