Acre State, Brazil

The Government of the State of Acre, in the Amazon Region of Brazil, close to the border with Bolivia, is deploying all over the State a WiFi and WiMax Network to provide e-Gov and Broadband Internet Access to the public, schools, hospitals, police, and Government. My responsibility is to lead the team of American and Brazilian Experts in charge of preparing the feasibility study, the choice of Vendors, and the deployment of the System. ASTRO Systems, Inc. is a full service engineering and consulting company providing a broad range of services related to the telecommunications and information technology sectors. Specific areas of expertise include system integration, feasibility studies, engineering support, equipment furnishing and installations, testing and commissioning, and more recently, consulting and technical assistance to foreign governments and overseas clients.

Kuwait

Senior Project Manager for KALIMAT, a start up Wireless Local Loop Competitive Local Carrier deployed in Iraq, with planning Headquarters in Kuwait City. I was in charge of defining the basic Network Planning, Financial Systems, OSS/BSS Architecture, lead the Vendor Selection and follow up with IT development and deployment.

Sao Paulo, Brazil

 Started up Vesper Telecommunications, in charge of building up the Company in the State of São Paulo. In May we had two employees, and a commitment with the Brazilian Regulatory Agency to launch operations in 29 cities in the São Paulo State by January 2000. I was the Senior Project Manager for the whole Project  We met this deadline, and launched a full-fledged Fixed Telephony Company in 247 days, with a call center, installers, IT and Billing Systems, including 800 trained employees. We employed Wireless Local Loop CDMA technology, with 7 switches and 105 cell sites.  By end of 2000 Vesper had 500,000 clients, had invested around 1.5 Billion dollars, deployed its services in 17 States and 80 cities; we installed around 800 cell sites, and 25 switches. Financially we did better in EBITDA as compared with the Business Plan. Led, defined and executed Strategic Plan, Market and Sales planning and execution, Strategy in the Market, competition analysis, and product positioning and client targets.

São Paulo Area, Brazil

 Led the rollout of systems including 300 cell sites, 8 switches, towers, subcontractors, site acquisition, power, containers, maintenance and operation. Increased revenues eightfold in four years. Market share in mobile systems went from 4% to 23%, and market share in call centers with B Band Mobile Carriers reached 70%.  Led the Strategic Planning of Lucent in Brazil, including Sales and Marketing, Product positioning, client priorities, advertising and competition intelligence, Account Planning and Execution.  Built in 1997 in a record 12-month a new factory in Campinas with 25,000 square meters.  Increased Lucent workforce from 70 to 900 from 1996 to 1999.

Atlanta, Georgia, Estados Unidos

 In 1995 I was relocated to Atlanta, Georgia – USA as Senior Project Manager, Director, to prepare the technical proposal of Bell South for the B Band license in Brazil, which Bell South later won for São Paulo Metro and Northeast. This proposal included Telecom and IT Systems.

Israel

(Rollout, project management environment). As an expatriate in Tel Aviv, and Senior Project Manager, implemented in time and within budget the start up of Bell South's cellular system in Israel. In six months we implemented the first 100 cell sites, IT Systems, OSS, BSS.

São Paulo Area, Brazil

 Started up in Motorola Nortel Communications in Brazil, a joint venture for cellular systems between Motorola and Nortel, with Promon and Siemens as local partners.  We achieved an increase in market share from 6% to 21% in cellular systems, securing the markets of Minas Gerais, Brasilia, and Espirito Santo. Defined Nortel’s strategy for Brazil, in Sales and Marketing, products, clients, advertising, competition intelligence and Account Planning and Execution. Implemented in 3 years 300 cell sites, 4 switches, including site acquisition, subcontractors, towers, containers, power, and all operations and maintenance systems
