Victor Munteanu is the Advisor to the Prime Minister of the Republic of Moldova on Justice and Anticorruption. Before that, he served as Head of the Justice and Human Rights Department at the Soros Foundation in Moldova. He is the author of a series of justice sector reforms, aimed to adjust the national criminal justice legislation to the international standards for alternatives to imprisonment and non-custodial measures. He is also the developer of the first legal Clinic of the State University of Moldova, of the Moldovan Public Law Library, and of the Institute of Penal Reform in Moldova. He is the architect behind the reform of the state-guaranteed legal aid system in Moldova, and a founder of the first Public Defenders’ office in Moldova and of the nation-wide network of community based paralegals.Victor holds a bachelor degree in law from AL. I. Cuza, Iasi University, an MSt in International Human Rights Law from Oxford University, UK, and completed his PhD studies at the Moldovan State University.
