About Victor Munteanu

I served as the Director of the Justice and Human Rights Department at the Soros Foundation in Moldova for over 25 years. My experience entails strategic development and delivery of complex programs, regularly exceeding 1 mln USD per year, while managing large teams of program staff and experts. In my capacity as Director of Department, I have been responsible for designing and implementing and overseeing major justice, security, and legal aid reforms. I am the author of a series of justice and law enforcement policies’ reforms, targeting judicial professional development, police custody, legal aid, and legal empowerment in Moldova. I've been appointed a member of consultancy groups established by the Moldovan Presidency and the Government focused on strengthening national justice and law enforcement to international human rights law standards. I built the national legal aid system, university legal clinics in number of universities, created the Moldovan Public Law Library, and the Institute of Penal Reform in Moldova. I am currently enrolled in a PhD program at Moldovan State University, my thesis focusing on police custody rights.
