Cem'In'Eu is an industrial start-up that develops a new cement production concept in Europe, with an innovative and flexible approach to the business and strong breaks in supply, logistics, manufacturing and marketing cement compared to the traditional models of international cement manufacturers. With an innovative industrial and commercial model, Cem'In'Eu has launched seven identical cement grinding stations projects that will cover selected European markets, currently served by closed oligopolies. Early 2017, Cem'In'Eu has raised 30 m€ of equity with private investors to finance theses project. The first one is located in Tonneins, (47) France, in a fully owned property connected to the rail by a private branch. Aliénior Ciments SAS will serve the markets of the greater Southwest of France (Nouvelle Aquitaine and Occitanie), currently supplied by a duopoly. The plant will start its construction in 2Q2017, with an expected commissioning 1Q2018.

CEM 21 was created in 2007 by Jean-Marc Domange, former General Manager of Ciments Calcia France and Belgium and former Chairman of SFIC, the French Cement Manufacturer Association, to develop cement grinding stations projects in France and abroad. I joined Jean-Marc as partner in June 2013 to develop new projects and became Chairman when he prematurely passed away in October 2013. CEM 21 manages these projects from the early stage of market assessment and feasibility study to site selection, business plan, technical definition and granting of all administrative authorizations. Then CEM 21 creates a specific subsidiary, alone or with partners, to raise the financing and realize the construction of the cement grinding station, recruit the operating team, commissions the plant and enters the market.Ciments Kercim was the first project developed, with a 44 m€ investment for a state of the art 600.000 t cement grinding station in the deep sea-port of Saint-Nazaire, western France, of which CEM 21 was a 37% shareholder. The plant was commissioned in March 2013, and successfully entered the market very quickly. In June 2014, a majority of shareholders decided to accept a takeover offer from Lafarge, and 100% of Ciment Kercim was sold in July. CEM 21 has obtained through its subsidiary Vracs de l’Estuaire all relevant permits to build a similar cement grinding station in the deep-sea port of Le Havre, north-west France, in order to serve the Greater Paris. In June 2014, CEM 21 has decided to partner with the Moroccan group Ciments de l’Atlas to realize this investment, which was successfully commisioned in september 2016. CEM 21 is the sponsor and a founding shareholder of Cem'In'Eu, a new venture building the first European network of regional modular cement plants.

Ciments Kercim is the first independent cement grinding station, with a state of the art plant located in the deep sea port of Saint-Nazaire. The plant has been commissioned and granted the CE product certification in March 2013. In October, the company has been awarded the double certification ISO 9001 and ISO 14001, a premiere for a new company, and granted the NF product certification in February 2014. It serves its customers with high quality cement in bags and bulk in the greater western France (Bretagne, Pays de Loire and Poitou-Charentes).
