About Vicki Plater
Economist with substantial experience in macroeconomics, economic development, public financial management, international development and international economic policies. In 2018 I established a Women in Economics Network in New Zealand. I currently lead the Treasury's microeconomic work, including climate change, economic and environmental sectors, labour market, skills and education.. I have a team of four managers. Previously as Chief of Staff I supported the Treasury Secretary and Executive Leadership Team, overseeing the Office of the Executive and Communications teams. Prior to that I represented 15 countries as Alternate Executive Director of the Asia Pacific constituency at the IMF Executive Board. Prior to that I have managed a research and analytical team focused on trade and international linkages, coordinating cross-government work to help achieve a lift in NZ's tradeable sector. My experience includes a number of years advising on international development programmes and policy with respect to public financial management and general budget support; and trade and migration, as well as within the Treasury managing the Government's budget process and advising on macroeconomic developments and forecasting. I have worked on the following countries: New Zealand, Zimbabwe, Russia, Ukraine, UK, Viet Nam and a number of Pacific Island countries (incl Samoa, Solomon Islands and Tonga). Interested in international research and best practice. I have considerable direct experience working closely with Government Ministers and senior officials.

Role: I provide quality economic advice to inform policy development and programme activities funded from the New Zealand Aid Programme, with a particular focus on macroeconomics, public financial management, trade and migration. A further priority is promoting coherence with other policies (e.g. trade, migration) for improved international development outcomes. Building strong relationships with other NZ government departments and divisions of the Ministry of Foreign Affairs is critical to this. A key outcome has been contributing to the development and effective implementation of a seasonal labour scheme (Recognised Seasonal Employer, RSE) that provides opportunities for people, particularly from Pacific Island countries, to undertake seasonal horticulture work in NZ. I had responsibility for liaising internally with key teams (e.g. forecasting, sectoral teams) as well as several other government departments. Key outcomes included delivering two budgets - the second of which was described as a "10/10" by the Minister of Finance - as well as co-authoring the Fiscal Strategy Report.
