Alternate Executive Director of Asia and the Pacific constituency representing: Australia, Kiribati, Korea, Marshall Islands, Micronesia, Mongolia, New Zealand, Palau, Papua New Guinea, Samoa, Seychelles, Solomon Islands, Tuvalu, Uzbekistan and Vanuatu.

Leading a small team, we provide research and analysis focused on trade and international linkages in order to strengthen New Zealand's future growth prospects, and oversee NZ's engagement with international organisations, primarily the OECD. I also coordinate cross-government work to help achieve a sustainable lift in NZ's tradeable sector as part of the Government's Business Growth Agenda.

Role: I provide quality economic advice to inform policy development and programme activities funded from the New Zealand Aid Programme, with a particular focus on macroeconomics, public financial management, trade and migration. Programmes on which I provide advice include regional and bilateral activities to support the ability of countries to benefit from international connections (such as trade facilitation and promotion, migration and reducing the cost of remittances); budget support… Show more Role: I provide quality economic advice to inform policy development and programme activities funded from the New Zealand Aid Programme, with a particular focus on macroeconomics, public financial management, trade and migration. Programmes on which I provide advice include regional and bilateral activities to support the ability of countries to benefit from international connections (such as trade facilitation and promotion, migration and reducing the cost of remittances); budget support arrangements; and economic and public financial management reform. A further priority is promoting coherence with other policies (e.g. trade, migration) for improved international development outcomes. Building strong relationships with other NZ government departments and divisions of the Ministry of Foreign Affairs is critical to this. A key outcome has been contributing to the development and effective implementation of a seasonal labour scheme (Recognised Seasonal Employer, RSE) that provides opportunities for people, particularly from Pacific Island countries, to undertake seasonal horticulture work in NZ. Fiscal Management and Reporting - Senior role leading the Government's annual budget formulation process. My role included providing advice on budget settings within the context of overall fiscal policy and the macroeconomic environment, and to advise on and implement a process to prepare the annual budget. I had substantial and regular contact with senior Ministers, chairing a weekly "Fiscal Issues" meeting and gaining the confidence of the Minister of Finance. I had substantial and regular contact with senior Ministers, chairing a weekly "Fiscal Issues" meeting and gaining the confidence of the Minister of Finance. During this period I had a mentoring role to help develop more junior staff, and was acting manager for two months. I had responsibility for liaising internally with key teams (e.g. forecasting, sectoral teams) as well as several other government departments. Key outcomes included delivering two budgets - the second of which was described as a "10/10" by the Minister of Finance - as well as co-authoring the Fiscal Strategy Report.
