Responsible for the formulation of plans, policies, and the programming and budgeting data pertaining to operations and security. Provides oversight for readiness, force management and mobilization in support of ARNG personnel and units assigned in the state or territory. Plans, develops, manages and directs the execution of multi-million dollar budget programs. Advises senior executives on the condition and progress of programs and initiatives of the directorate. Serves on various national and state councils, committees, and boards to ensure consideration of impacts on readiness. Exercises oversight/execution of the coordination for support of training, operations, and organizational functions in readiness and immediate military response to natural or manmade situations and emergencies. Oversees a variety of complex, interactive database systems and automated programs in support of program. Key player in implementation and use of Distance Learning and training aids, devices, simulators and simulations (TADSS) in support of training and readiness.Provides management guidance and leadership to subordinate personnel as the program manager for the directorate. Manages formulation and planning of organizational objectives, policies, priorities, and procedures to ensure the National Guard missions are implemented in a timely and efficient manner. Formulation includes establishment and revision of plans, policies, programs, and budgets incidental to the functional responsibilities of the directorate. Director (Commander) of a Combat Sustainment Support Battalion for the Kansas Army National Guard comprised of 660 personnel, 4 Modular Companies to include transportation and medical, nine facilities dispersed across Kansas, and operational infrastructure valued in excess of $200 million. Direct logistical and medical operations, training, planning, and maintenance to ensure unit preparedness of Kansas Army National Guard in support of domestic and operational missions.

Manage, direct, coordinate, and oversee the Kansas Army National Guard's Surface Maintenance program. Determine readiness and production goals, plans, and programs independently or jointly with state and national stakeholders. Determine resource needs, allocation of resources, and accountable implementation across a fleet of 42,000 pieces of equipment and 1.4B in value. Deal with human resources management policy matters affecting the entire organization and supervise 236 Federal Employees. Supervise the Advanced Turbine Army Engine Maintenance (ATEAM), which provides quality rebuilt-AGT 1500 engines and X1100 transmissions in support of National Guard and partners in the Army Tank-automotive and Armaments Command (TACOM) Foreign Military Sales program. Manage a 214M program budget with 133 Federal Employees and Contractors.

Analyze, develop, and determine operating procedures, directives, policies, and instructions. Responsible for resolving issues involving conflicting logistical requirements. Primary coordinator and integrator in directing logistics status and posture of Kansas Army National Guard Organizations. Perform and direct the performance of appropriate management functions, to include logistical planning, programming and execution, property, maintenance, transportation, information management, supply, services, and training in the accomplishment of organizational logistical goals and objectives.

Primary advisor to the Adjutant General, and the Chief of the Joint Staff on matters of short, mid, and long-term programs. Strategic and long-range planner and consultant responsible for developing the Joint Force Headquarters-State view of the future and implementing detailed strategic policy, plans, initiatives, and concepts related to war fighting, emergency management, Army and Air Force integration, federal and state homeland security, civil support missions, and selected other activities for the entire organization. Evaluate and recommend planning strategies to develop, implement and sustain the Joint Force Headquarters Strategic Plan.

The Advanced Military Studies Program is an immersive 10-month experience in the application of military theory, history, and doctrine. The course focuses on reflection in action as a guiding principal for honing professional competencies and developing agile and adaptive leaders who are critical and creative thinkers and can produce viable options to solve operational problems. The SAMS academic model includes graduate-level seminars, guest lectures, Joint and Army planning exercises, written assignments, briefings, a 40-page(+) monograph and monograph defense, and a final oral comprehensive exam.

Plan, organize, coordinate, implement, evaluate and provide technical guidance to organizations in the state. Conduct detailed and comprehensive studies which require new or substantially modified work methods, procedures, and systems such as the feasibility of organization/reorganization, discontinuation, activation/deactivation, and location/relocation of new and existing organizations in the state. Determine the capability of a community to support an organization based compatibility, training areas available, physical facilities, size, and other factors. Develop and recommend plans, procedures and policies pertaining to programs such as military personnel development, equipment availability, unit assignments and utilization to improve readiness, maintenance and training. Advise management officials to adopt recommended proposals resulting in substantial changes in programs or procedures. Integrate new doctrine and force structure in the most effective manner possible, while maintaining acceptable readiness levels. Provide general direction on force integration actions through publication of the state long range Force Integration Plans which include evaluation of each planned action in terms of structure, personnel, equipment resources, training plans and facilities.

Plan, develop, direct and manage training programs across the Kansas Army National Guard. Developed an analytical approach to identifying and tracking training proficiency through data analytics, trending, resource integration, and information organization. Published operational directives to organize, synchronize, and direct subordinate organizations in the accomplishment of the Kansas National Guard's ongoing missions.
