Systems supported include major, mission-critical applications concerning DOJ finance, security, and incident response. He worked closely with software development teams, project managers, senior client staff, and subject matter experts, administrating the execution of joint application development (JAD), prototyping and requirements analysis and specification efforts. Application development methodologies include SDLC, RUP and Agile in a service-oriented architecture (SOA) environment employing Java Enterprise and various commercial, off-the-shelf (COTS) products, notably the Appian and Vantos tools.

Mr. Bauer provided IT technical and policy analysis, design, mentoring and problem resolution support for the General Services Administration (GSA) Public Buildings Service (PBS) Property Disposal (PD) division. The principal project supported was the Federal Asset Sales Real Property (FAS-RP) Web site application, which consolidates public user search for real estate available for sale from the United States. Mr. Bauer took FAS-RP from vision statement to on-schedule implementation in five months by leveraging Web site code assets through software object re-use.Mr. Bauer likewise supported the PBS Property Disposal Application (PDA) re-hosting and integration effort, contributing analysis of the complex in-house business rules governing the disposal and sale of federal real estate under several regulatory authorities; writing and executing platform transition plans; and, participated in the review of PDA development contractor deliverables, including project planning documents, requirements gathering efforts and database models.

Mr. Bauer oversaw the performance of seven projects and a staff of ten, serving as the project manager for the largest, the Center Tracking System (CTS), a business process tracking application for the FDA Center for Devices and Radiological Health (CDRH). Project manager direct reports included a task to integrate requirements under the Clinical Laboratory Improvement Amendments (CLIA) with CTS; a task to integrate the FDA Office of Combination Products processes with CTS; a task to integrate Condition of Approval clinical study evaluation by the CDRH Office of Surveillance and Biometrics (OSB) with CTS; a task to integrate extant FDA medical device nomenclature with the Global Medical Device Nomenclature (GMDN); a task to advise, assist and facilitate the CDRH Office of Information Technology (OIT) in its efforts to improve software development practices of Federal employees at the OIT Software and Web Development Branch (SWDB); and, a task to develop an enterprise architecture for the FDA Center for Devices and Radiological Health.

Mr. Bauer served as a principal analyst for the Naval Research Information System (NAVRIS). He conducted process analysis for the Office of Naval Research (ONR) enterprise, prepared subsystem characterizations and wrote the project methodology document for use case development. Previous work included Web-based applications and migration of client-server applications to the enterprise intranet. He prepared numerous project plans, and was instrumental in the achievement of a Level 2 CMM assessment for RSIS at ONR.

Mr. Bauer performed full system life cycle development of the Integrated TechServ Management System (ITMS). This system is an enterprise-level management tool that tracks all aspects of seat management for two major, multi-billion dollar seat management contracts awarded to TechServ by NASA and GSA. He served on projects for the EPA Office of Emergency Response and Remediation, Analytical Operations Center (AOC) Contract Laboratory Analytical Services Support (CLASS) contract. He performed project planning, wrote Y2K plans, conducted business process re-engineering (BPR), and re-designed the CLASS Traffic Report Data Entry System.Mr. Bauer was also the senior system designer for several projects at the US Army Center for Health Promotion and Preventative Medicine (USACHPPM). He was the principal author of the Requirements Specification for the Evaluating Auditory Application (EAR3-A) of the Defense Occupational Health Readiness System (DOHRS). Mr. Bauer worked extensively on the Mission Oriented Software Engineering Support (MOSES) contract at the EPA Systems Development Center (SDC). As the leader of the design section for the development of the Certification and Fuel Economy Information System (CFEIS), Mr. Bauer supervised a staff of three analysts and was responsible for the design of a major, mission-critical EPA system that performs the air emissions and fuel economy calculations for all automobiles and light trucks sold in the United States. Mr. Bauer managed a staff of professionals as the Technical Project Leader for the EPA Office of Pesticide Programs' Label Use Information System (LUIS). His duties included administrative functions for DynCorp and the management of personnel, software, hardware and financial resources, as well as the direction of system maintenance and development of enhancements.
